THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show she was awarded the Army Commendation Medal (ARCOM) (2nd Award).

2.  The applicant states her DD Form 214 reflects only one award of the ARCOM.

3.  The applicant provides a copy of her DD Form 214, a copy of a DA Form   638 (Recommendation for Award), dated 25 February 2014, and Orders Number 121-0183, dated 1 May 2014.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the U.S. Army Reserve (USAR) on 26 March 2007, holds military occupational specialty 91B (Wheeled Vehicle Mechanic), and currently holds the rank/grade of sergeant (SGT)/E-5.

2.  Her record shows she entered active duty on 14 June 2013.  

3.  Her records contain a DA Form 638, dated 25 February 2014, annotated as Permanent Orders (PO) Number 084-012, issued by Headquarters, 143rd Expeditionary Sustainment Command (ESC), Camp Arifjan, Kuwait on 25 March 2014.  These orders awarded her the ARCOM (2nd Award).

4.  She was honorably released from active duty on 13 June 2014.  Her DD Form 214 shows she completed 1 year of net active service, of which 8 months and     9 days were credited as foreign service.  Additionally, she served in Kuwait from 
22 August 2013 to 30 April 2014 and was awarded or authorized the:

* Afghanistan Campaign Medal with one campaign star
* North Atlantic Treaty Organization Afghanistan Service Medal
* ARCOM
* Army Reserve Components Achievement Medal (ARCAM) (2nd Award)
* National Defense Service Medal
* Global War on Terrorism Expeditionary Medal
* Global War on Terrorism Service Medal
* Army Service Ribbon
* Overseas Service Ribbon
* Armed Forces Reserve Medal with "M" Device
* Driver and Mechanic Badge with Driver-Wheeled Vehicles Clasp

5.  A review of the applicant's records indicates she is entitled to additional awards which are not shown on his DD Form 214

6.  Her record contains a DA Form 1059 (Service School Academic Evaluation Report) that shows she successfully completed the Warrior Leader Course (WLC) on 27 August 2011, and a memorandum issued by Headquarters and Headquarters Company, 143rd ESC, Camp Arifjan, Kuwait on 22 January 2013 that shows she was awarded the ARCAM (1st and 2nd Awards) for two consecutive periods, beginning on 29 March 2007 and ending on 29 March 2013.

7.  Her record lacks any derogatory information that could have precluded her from being recommended for or awarded the Army Good Conduct Medal (AGCM).

8.  Army Regulation 600-8-22 (Military Awards) prescribes Army policy, criteria, and administrative instructions concerning individual and unit military awards.

	a.  The Noncommissioned Officer Professional Development Ribbon (NCOPDR) was established by the Secretary of the Army on 10 April 1981.  It is awarded to Active Army, Army National Guard, and USAR Soldiers for successful completion of designated NCO professional development courses. Effective 30 March 1989, a service member will be awarded the NCOPDR with the numeral which identifies the highest level of NCOES successfully completed as follows:


* 1 = Bar Ribbon Device/Primary Level (WLC)
* 2 = Basic Level
* 3 = Advanced Level
* 4 = Senior Level

	b.  The AGCM is awarded to individuals who distinguish themselves by their conduct, efficiency, and fidelity. The period is 3 years, except in those cases when the period for the first award ends with the termination of a period of active Federal military service.  Although there is no automatic entitlement to the AGCM, disqualification must be justified. 

	c.  Additionally, by message dated 8 February 2005, the Military Awards Branch, U.S. Army Human Resources Command (HRC), provided clarification on award of the AGCM.  It provides that Reserve Component (RC) Soldiers mobilized onto active duty under Title 10 are performing “active Federal military service” and are therefore eligible to be awarded the AGCM.  The qualifying periods of service must be continuous enlisted active Federal service.  The period of service for the AGCM begins and the ARCAM ends the first day the mobilized RC Soldier is serving on active duty.  The period of service for the AGCM ends the last day the mobilized RC Soldier is on active duty.  

DISCUSSION AND CONCLUSIONS:

1.  The applicant's request for correction of her DD Form 214 to show she was awarded the ARCOM (2nd Award) was carefully considered.

2.  The evidence of record shows she was awarded the ARCOM (2nd Award) by permanent orders.  This award is not shown on her DD Form 214; therefore, she is entitled to correction of her DD Form 214 to show it.   

3.  The evidence of record shows she completed WLC.  Therefore, she is entitled to correction of her DD Form 214 to add the NCOPDR with Numeral "1."

4.  Her DD Form 214 shows she served honorably on active duty during the period 14 June 2013 to 13 June 2014.  Her record does not contain any disciplinary or adverse information, and her commander did not submit any documentation indicating she was disqualified from award of the AGCM (1st Award).  Therefore, it would be appropriate to award her the AGCM (1st Award), for the period 14 June 2013 to 13 June 2014, and to correct her DD Form 214 to show it.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable error or injustice.  Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned by:

	a.  awarding the Army Good Conduct Medal (1st Award) for the period 
14 June 2013 through 13 June 2014; 

	b.  amending her DD Form 214, for the period ending 13 June 2014, by deleting the Army Commendation Medal and adding the:

* Army Good Conduct Medal (1st Award)
* Army Commendation Medal (2nd Award)
* Noncommissioned Officer Professional Development Ribbon with Numeral "1"
