THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests retroactive payment of Board Certification Pay (BCP). 

2.  The applicant states he has not been receiving board certification pay for several years.  His board certifications have remained valid with no lapses.  He is requesting retroactive payment of BCP.

3.  The applicant provides copies of his:

	a.  Certificates from the American Board of Internal Medicine showing he is certified in:

* Internal Medicine for the period 2009 through 2019

* Pulmonary Disease for the period 2009 through 2019

* Critical Care Medicine for the period 2010 through 2020

	b.  Medical License, dated 25 January 2014, and expiring 31 January 2016;

	c.  State of Hawaii Medical License expiring 31 January 2016;

	d.  Headquarters, Tripler Army Medical Center, memorandum, Subject:  Request for Board Specialty Pay, dated 9 September 2014; and

	e.  His Officer Record Brief (ORB).
CONSIDERATION OF EVIDENCE:

1.  The applicant is a Regular Army Medical Corps colonel.

2.  In the processing of this case, an advisory opinion was obtained from the Chief, Army Medical Department (AMEDD), Special Pay Branch.  The opining official recommended, in effect, approval of the applicant's request and stated:

	a.  A review of supporting documentation and available special pay and finance data indicates the applicant had BCP restarted retroactive to 29 October 2013 with a current expiration of 31 December 2020.  There is no record of authorization or payment of BCP for the period 1 January 2009-28 October 2013.  

	b.  With proper authorization the applicant would have been eligible to receive BCP for the 58-month period of 1 January 2009-28 October 2013 of approximately $28,000.  The exact payment will be determined by the Defense Finance and Accounting Service-Indianapolis (DFAS-IN).

3.  A copy of the advisory opinion was sent to the applicant for his information and comments.  A response was not received.

DISCUSSION AND CONCLUSIONS:

The available evidence shows the applicant is fully qualified and eligible for retroactive payment of BCP.  Accordingly, he should be paid.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  showing he timely applied for and was authorized payment of BCP for the period 1 January 2009-28 October 2013; and 
   
   b.  DFAS determining the amount of BCP due for the above period and paying him all monies due.
