Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests retroactive payment of Board Certification Pay (BCP). 2. The applicant states she is a physician and she became board certified in Family Practice in the spring of 2013 during her residency. She should have received the monthly BCP after graduation starting in August 2013. She has never received the BCP and would like to have the BCP begin with back pay. Her current duty station told her they could handle the back pay for 11 months, but she would need to petition the Board to receive the pay for 1 August 2013 through 31 March 2014. As her pay changed coming out of residency training, she wrongfully assumed her BCP was lumped into another pay. She has since learned that she has never received the BCP for this period. 3. The applicant provides: a. Office of the Surgeon General (OTSG) authenticated memoranda, showing she was approved for Medical Corps Incentive Special Pay (ISP) on 11 July 2013 and 30 July 2014; and b. OTSG authenticated memorandum showing she was approved for Medical Additional Special Pay (MASP) on 18 July 2014. CONSIDERATION OF EVIDENCE: 1. The applicant is a Regular Army Medical Corps captain. 2. In the processing of this case, an advisory opinion was obtained from the Chief, Army Medical Department (AMEDD), Special Pay Branch. The opining official recommended approval of the applicant's request and stated: a. The applicant is requesting BCP for the period 1 August 2013 to 31 March 2014. She believes BCP was lumped in with other special pays, but was told it was never paid for the period requested. b. A review of supporting documentation and available special pay and finance data indicates the applicant was first board certified by the American Board of Family Medicine on 29 July 2013, with a current expiration of 31 December 2020. Upon notification, the opining office authorized payments of BCP commencing 1 May 2014, with expiration on 31 December 2020. There is no record of submission, authorization, or payment of BCP for the period 29 July 2013 to 30 April 2014. c. With proper authorization the applicant would have been eligible to receive BCP for the 9-month period of 29 July 2013 to 30 April 2014 totaling approximately $2,097.00. The exact payment will be determined by the Defense Finance and Accounting Service-Indianapolis (DFAS-IN) utilizing a Health Professions Pay Entry Date (HPPD) or finance MS-Pay-Date of 1 July 2010 for the correct pay rates. 3. A copy of the advisory opinion was sent to the applicant for her information and comments. A response was not received. DISCUSSION AND CONCLUSIONS: The available evidence shows the applicant is fully qualified and eligible for retroactive payment of BCP. Accordingly, she should be paid.
