THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show his awards of the Combat Infantryman Badge (CIB) and Army Commendation Medal (ARCOM) with two oak leaf clusters (2OLCs).
2. The applicant states his awards of the CIB and ARCOM with 2OLCs were not included on his DD Form 214.
3. The applicant provides copies of orders awarding him the CIB and ARCOM with 1OLC and his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 12 September 2006 for a period of 4 years, training as an infantryman and a $10,000 enlistment bonus. He completed his one-station unit training and airborne training at Fort Benning, Georgia before being transferred to Italy for assignment to an airborne infantry company.
2. The applicant remained on active duty, deployed to Afghanistan twice for almost a year each time, and was assigned to the Ranger Training Battalion at Fort Benning when he was honorably discharged on 13 February 2014. He had served 7 years, 5 months, and 2 days of active service. His DD Form 214 issued at the time of his discharge shows he was awarded the Afghanistan Campaign Medal with two campaign stars, Army Commendation Medal, Army Achievement Medal, Army Good Conduct Medal (2nd Award), National Defense Service Medal, Global War on Terrorism Service Medal, Army Service Ribbon, North Atlantic Treaty Organization (NATO) Medal, and Parachutist Badge.
3. The orders provided by the applicant with his application show that he was awarded the CIB and the ARCOM with 1OLC. A review of his official records failed to show any evidence of the applicant being awarded the ARCOM with 2OLC.
4. Army Regulation 600-8-22 (Military Awards) states the Overseas Service Ribbon (OSR) is awarded for successful completion of overseas tours. Numerals are used to denote the second and subsequent awards of the Overseas Service Ribbon.
5. Army Regulation 600-8-22 states the Army Commendation Medal may be awarded to any member of the Armed Forces of the United States who, while serving in any capacity with the Army after 6 December 1941, distinguishes himself or herself by heroism, meritorious achievement, or meritorious service. As with all personal decorations, formal recommendations, approval through the chain of command, and announcement in orders are required.
DISCUSSION AND CONCLUSIONS:
1. The applicant was awarded the CIB and the ARCOM with 1OLC and is entitled to have those awards added to his DD Form 214.
2. Additionally, the applicant meets the qualifications for award of the OSR with numeral 2 and is entitled to have that award added to his DD Form 214 as well.
3. However, the applicant has failed to show through the evidence of record and evidence submitted with his application that he was awarded the ARCOM with 2OLC. Therefore, there appears to be no basis to add that award to his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
* Deleting the award of the Army Commendation Medal from his DD Form 214
* Adding the awards of the Army Commendation Medal with 1OLC, CIB, and OSR (2) to his DD Form 214
2. The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to adding the award of the ARCOM with 2OLC to his DD Form 214.
3. The Board wants the applicant and all others to know that the sacrifices he made in service to the United States during the Global War on Terrorism are deeply appreciated. The applicant and all Americans should be justifiably proud of his service in arms.
