THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests the amending of his records to show his basic combat training taken at Fort Ord, California (CA).
2. The applicant states he was unaware of the mistake until it was pointed out by personnel at the Department of Veterans Affairs (VA).
3. The applicant provides no additional evidence or information.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant was inducted into the Army of the United States on
10 September 1965. He completed basic combat training (BCT) and advanced individual training (AIT) and was awarded military occupational specialty 71B (Clerk Typist). The highest rank/grade he attained while serving on active duty was specialist four (SP4)/E-4.
3. On 19 August 1967, he was honorably released from active duty and transferred to the U.S. Army Reserve. Item 25 (Education and Training Completed) of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) contains the entry, "USATC INF Fort Polk Louisiana 8 Weeks Basic Army Administration."
4. Item 38 (Record of Assignments) of his DA Form 20 (Enlisted Qualification Record) does not show any assignments at Fort Polk, LA. Shown are assignments at Fort Ord, CA, Alaska, and Fort Lewis, Washington. The following initial assignments are shown:
* 10 September 1965 U.S. Army Reception Station, Fort Ord, CA
* 16 September 1965 - Status: Trainee, Company B, 3d Battalion, 1st Brigade, Fort Ord, CA
* 6 December 1965 - Status: Student, Company C, 1st Battalion, 4th Brigade, Fort Ord, CA
* 5 February 1966 - Casual, enroute to Alaska
5. Army Regulation 635-5 (Personnel Separation - Separation Documents), dated 23 January 1967, provides that for item 25, the preparer of the DD Form 214 should enter service schools, including major courses which were successfully completed, and military sponsored courses completed, and military sponsored coursed completed in civilian schools and colleges during the period covered by the DD Form 214 being prepared. For enlisted personnel, the preparer should enter installation training courses (qualification courses), military correspondence courses, and off-duty courses the enlisted person successfully completed during the period covered by the DD Form 214 being prepared.
DISCUSSION AND CONCLUSIONS:
1. Records show he completed both BCT and AIT at Fort Ord, CA.
2. The available records do not show he was assigned to Fort Polk. Therefore, he could not have completed either BCT or AIT there.
3. It is clear an administrative error was made and his DD Form 214 should be corrected.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends the DD Form 214 be amended to delete the entry showing training completed at Fort Polk, and show the following training completed:
* Basic Combat Training, US Army Training Center, Infantry, Fort Ord, California
* Advanced Individual Training, Clerk Typist, U.S. Army Training Center, Infantry, Fort Ord, California
