THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests his Army service number (ASN) be corrected to read
RA ** 937 *** on his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) with an effective date of 29 August 1969.
2. The applicant states his "dog tag" shows the correct ASN.
3. The applicant provides:

* page 1 of his DA Form 20 (Enlisted Qualification Record)
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. On 31 August 1966, he enlisted in the Regular Army. Item 2 (Service Number) of his DD Form 4 (Enlistment Record - Armed Forces of the United States) shows he was assigned ASN RA ** 937 ***.
3. Item 1 (Name and Service Number) of his DA Form 20 shows his ASN as
RA ** 937 ***. Documents throughout his Military Personnel Records Jacket (MPRJ) identify him with ASN RA ** 937 ***.
4. On 29 August 1969, he was released from active duty. Item 2 (Service Number) of his DD Form 214 shows his ASN as RA ** 927 ***.
DISCUSSION AND CONCLUSIONS:
The applicant's DD Form 4 assigned him the ASN RA ** 937 *** and documents throughout his MPRJ identify him using this ASN. Therefore, his DD Form 214 should be corrected to show his ASN as shown on his DD Form 4.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting the ASN from item 2 of his DD Form 214 with an effective date of
29 August 1969 and adding his ASN as shown on his DD Form 4, dated
31 August 1966.

On 3 March 1966, the U.S. Army Personnel Services Support Center, Fort Benjamin Harrison, issued a DD Form 1343 (Notification of Change in Service Member's Official Records) directing amendment of the applicant's service number from "RA XX XXX 770" to "RA XX XXX 806" based on duplication and the AGPZ Form 77.
