THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his military training, specifically:
* MD 310 Mechanic Course
* Primary Leadership Development Course
* Combat Lifesaver Course
2. The applicant states the training was omitted.
3. The applicant provides his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant enlisted in the Regular Army on 11 September 1992 and he held military occupational specialty 45T (Bradley Fighting Vehicle System (BFVS) Turret Mechanic). He served through multiple reenlistments in a variety of assignments.
3. He attended and successfully completed the Primary Leadership Development Course at the 7th Army Noncommissioned Officer (NCO) Academy from 2 October 1996 to 1 November 1996 (4 weeks).
4. He was discharged on 15 October 1999. His DD Form 214 shows in:
a. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized), he was awarded or authorized the:
* Army Achievement Medal (4th Award)
* Army Good Conduct Medal (2nd Award)
* National Defense Service Medal
* Army Service Ribbon
* Overseas Service Ribbon
* United Nations Medal
* Marksman Marksmanship Qualification Badge with Rifle Bar
* Marksman Marksmanship Qualification Badge with Grenade Bar
* Driver and Mechanic Badge with Driver-M Bar
* Armed Forces Service Medal
b. Item 14 (Military Education) shows completion of the MD 310 BFV Mechanic Course, 1 week, 1997.
5. There is no indication in his records, such as a diploma, a certificate of training, or a certificate of completion confirming his attendance at or completion of the Combat Lifesaver Course.
6. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty and will be prepared for all personnel at the time of retirement, discharge, or release from active duty. Item 14 shows formal in-service training courses completed during the period covered by the DD Form 214; combat skills are not listed.
7. Army Regulation 600-8-22 (Military Awards) the NCO Professional Development Ribbon is awarded to Active Army Soldiers for successful completion of designated NCO professional development courses. A service member will be awarded the NCO Professional Development Ribbon with the numeral that identifies the highest level of the Noncommissioned Officer Educational System (NCOES) successfully completed. The bar ribbon device denoted the successful completion of the primary level.
DISCUSSION AND CONCLUSIONS:
1. The applicant completed the 4-week Primary Leadership Development Course in 1996. This course is not shown on his DD Form 214. Therefore, he is entitled to correction of his DD Form 214 to show this training.
2. Based on his successful completion of the Primary Leadership Development Course, the applicant is entitled to award of the NCO Professional Development Ribbon and correction of his DD Form 214 to show this award.
3. The applicant completed the 1-week MD 310 BFV Mechanic Course in 1997. This training course is already listed in item 14 of his DD Form 214.
4. There is no evidence in the applicant's records and he does not provide any evidence to confirm his attendance at or successful completion of the Combat Lifesaver Course.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
* adding to item 13 of his DD Form 214 the NCO Professional Development Ribbon
* adding to item 14 of his DD Form 214 the entry "Primary Leadership Development Course, 4 weeks, 1996"
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to the Combat Lifesaver Course.
