THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of mobilization orders SW-342-0002 from her records.

2.  The applicant states she has a set of orders for deployment to Afghanistan on her integrated Personnel Electronic Records Management System (iPERMS), but she did not deploy.  The Department of the Army Mobilization Processing System generated orders for everyone in the unit.   

3.  The applicant provides copies of Orders 283-335 and SW-342-0002.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the U.S. Army Reserve Delayed Entry Program (DEP) on 15 April 2003.  She was discharged from the DEP and enlisted in the Regular Army (RA) on 17 September 2003.

2.  Her records located in iPERMS contain and she provided copies of the following:

* Orders 283-335 issued by Headquarters, Fort Bliss, TX, on 10 October 2009, deploying her in support of Operation Iraqi Freedom, with a proceed date of 13 November 2009, for a period of 365 days


* Orders SW-342-0002 issued by the U.S. Army Installation Management Command, U.S. Army Garrison, Schweinfurt, on 8 December 2011, deploying her in support of Operation Enduring Freedom, Sharana, Afghanistan, with a proceed date of 19 December 2011, for a period not to exceed 365 days
* Orders SW-342-0002(A1) issued by the U.S. Army Installation Management Command, U.S. Army Garrison, Schweinfurt, 15 September 2012, amending Orders SW-342-0002

3.  She reenlisted in the RA on 30 October 2012 and is currently serving in an active status.

4.  On 19 November 2013, a staff member of the Defense Finance and Accounting Service (DFAS), Indianapolis, IN, indicated the applicant received hostile fire/imminent danger pay and combat zone tax exclusion for service in Kuwait from 14 November 2009 through 6 November 2010.  The staff member could not confirm the applicant received hostile fire/imminent danger pay after those dates.

5.  Army Regulation 600-8-104 (Army Military Human Resource Records Management) prescribes policy for access to iPERMS and the Army Military Human Resource Record (AMHRR), formerly known as the Official Military Personnel File.  Paragraph 2-4 of this regulation states that once a document is placed in the AMHRR it becomes a permanent part of that file and will not be removed from that file or moved to another part of the file unless directed by the proper authorities listed in the regulation.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant was deployed in Kuwait from 14 November 2009 through 6 November 2010.  Orders SW-342-0002, dated 8 December 2011, were published deploying her to Afghanistan with a proceed date of 19 December 2011.  She contends she did not deploy to Afghanistan and there is no evidence to confirm she actually deployed to Afghanistan in December 2011.   

2.  Therefore, it would be appropriate to correct the applicant's records by removing Orders SW-342-0002 and Orders SW-342-0002(A1) from her records located on iPERMS.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing Orders SW-342-0002 and SW-342-0002(A1) from the applicant's records located on iPERMS.
