THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his foreign service in Iraq and to show he was awarded the Iraq Campaign Medal.
2. He states he served in Iraq from March 2009 to March 2010, but his DD Form 214 does not show he was awarded the Iraq Campaign Medal and it does not indicate his 365 days of overseas service in Iraq. He served in support of Operation Iraqi Freedom (OIF) and he has copies of orders, but it is not reflected on his DD Form 214.
3. He provides his DD Form 214 and deployment orders.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 15 August 2007.
2. He provided Order 068-521, issued by the Military Personnel Division Reassignment Processing Center, Headquarters, U.S. Army Garrison, Fort Lewis, WA on 9 March 2009, which shows he was deployed in support of OIF on or about 17 March 2009 for 365 days.
3. A review of his personnel documents in the Interactive Personnel Electronic Records Management System (iPERMS) shows orders and an award certificate for award of the Joint Service Commendation Medal for meritorious service during the period 15 March 2009 to 10 March 2010, while assigned to the Multi-National Corps in Iraq.
4. He was released from active duty on 14 August 2013. His DD Form 214 shows in:
a. Item 12f (Foreign Service) he completed 19 days of foreign service.
b. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) he was awarded or authorized the Global War on Terrorism Service Medal; no awards for service in Kuwait or Iraq.
c. Item 18 (Remarks) he served in Afghanistan from 30 June to 18 July 2011, a period of 19 days; no entry indicating he served in Kuwait or Iraq.
5. The Defense Finance and Accounting Service (DFAS) confirmed he received hostile fire/imminent danger pay (HF/IDP) and combat zone tax exclusion (CZTE) from 23 March 2009 to 10 March 2010 for Kuwait, a period of 11 months and 18 days.
6. Army Regulation 635-5 (Separation Documents) at the time prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states for an active duty Soldier deployed with his or her unit during their continuous period of active service, the statement "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD - YYYYMMDD)" will be entered in item 18.
7. Army Regulation 600-8-22 (Military Awards) states the Iraq Campaign Medal is awarded to members who have served in direct support of Operation Iraqi Freedom. The area of eligibility encompasses all the land area of the country of Iraq, the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles. The Iraq Campaign Medal period of eligibility is on or after 19 March 2003 through 31 December 2011. A bronze service star is authorized for wear with this medal for participation in each credited campaign. Approved campaigns include the Iraqi Sovereignty (1 January 200931 August 2010) campaign.
8. Army Regulation 600-8-22 states the Overseas Service Ribbon is awarded for successful completion of overseas tours. Numerals are used to denote the second and subsequent awards of the Overseas Service Ribbon. According to the Awards Branch at U.S. Army Human Resources Command, Iraq and Afghanistan are considered isolated areas where tour lengths have not been established by the Department of Defense. Soldiers who serve 11 cumulative months in a 24-month period or 9 months continuous in Iraq or Afghanistan get credit for a completed short tour.
DISCUSSION AND CONCLUSIONS:
1. The applicant's military pay records show he received HFP/IDP and CZTE for the period 23 March 2009 to 10 March 2010 for service in Kuwait, which is a period of 11 months and 18 days.
2. His Joint Service Commendation Medal orders and certificate show he was deployed to Iraq in support of Operation Iraqi Freedom from 15 March 2009 to 10 March 2010. This evidence is sufficient as a basis to amend item 18 of his DD Form 214 to show his service in Iraq.
3. Based on this service, he is eligible for award of the Iraq Campaign Medal with one bronze service star.
4. He served a period of qualifying service for award of the Overseas Service Ribbon. Therefore, this award should be added to his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. amending item 12f of his DD Form 214 to show the entry "0001 00 07";
b. amending item 13 of his DD Form 214 to add award of the Iraq Campaign Medal with one bronze service star and Overseas Service Ribbon; and
c. amending item 18 of his DD Form 214 to add the entry "SERVICE IN KUWAIT/IRAQ FROM 20090323 TO 20100310."
