THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show additional military education.

2.  The applicant states her DD Form 214 does not show she completed the:

* Unit Level Logistics System Course
* Unit Armorer Course

3.  The applicant provides copies of two DA Forms 87 (Certificates of Training) that show she completed the:

* 40-hour Unit Level Logistics System Course at Fort Bliss, TX on 6 May 2005
* 80-hour Unit Armorer Course at Fort Bliss, TX on 25 April 2008

CONSIDERATION OF EVIDENCE:

1.  Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice.  This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so.  While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file.  In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.

2.  The applicant enlisted in the Regular Army (RA) on 2 July 2002 for a period of 4 years.  She was awarded military occupational specialty 92A (Automated Logistical Specialist).  She reenlisted in the RA on 28 April 2006.

3.  The applicant's Enlisted Record Brief shows in Section VI (Military Education):

* Unit Level Logistics System - Ground Operator Course, 2005
* Field Sanitation Team Certification, 2006

4.  The applicant's DD Form 214 shows she was honorably discharged on
19 January 2009 based on parenthood.  She had completed 6 years, 6 months, and 18 days of net active service.  It also shows in item 14 (Military Education) the following training courses:

* Automated Logistical, 2003
* Field Sanitation Team Certification, 2006

5.  Army Regulation 635-5 (Personnel Separations - Separation Documents), in effect at the time, prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army.  It also establishes standardized policy for preparing and distributing the DD Form 214.

	a.  Chapter 2 contains guidance on the preparation of the DD Form 214. Table 2-1 (DD Form 214 Preparation Instructions) contains item-by-item instructions for completing the DD Form 214.

   b. 	It shows for item 14, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by title, length in weeks, and year completed.  This information is to assist the Soldier after separation in job placement and counseling; therefore, training courses for combat skills will not be listed.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that her DD Form 214 should be corrected to show all of her military education.


2.  The evidence of record shows the applicant completed the following training courses during the period of service under review:

* Automated Logistical Course
* Unit Level Logistics System Course
* Field Sanitation Team Certification
* Unit Armorer Course

3.  However, her DD Form 214 does not show the:

* Unit Level Logistics System Course
* Unit Armorer Course

4.  Therefore, it would be appropriate to correct the applicant's records by adding the two training courses that were omitted from her DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 14 of her DD Form 214 the:

* Unit Level Logistics System Course, 1 Week, 2005
* Unit Armorer Course, 2 Weeks, 2008
