THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of the Cochise College Associates Degree Diploma, dated May 2010, from his official military personnel file (now known as Army Military Human Resource Record (AMHRR).

2.  The applicant states his record contains two copies of the diploma in question; one with an incorrect graduation date of May 2010 and one with a correct graduation date of May 2012.

3.  The applicant provides:

* Cochise College Associates Degree Diploma, dated May 2010
* Cochise College Associates Degree Diploma, dated May 2012
* Cochise College Transcript of Academic Record

CONSIDERATION OF EVIDENCE:

1.  He was serving on active duty in the Regular Army in the rank of master sergeant at the time of his application.

2.  The Cochise College Associates Degree Diploma dated May 2010 was posted to his records maintained in the interactive Personnel Electronic Records Management System in May 2013 and the Cochise College Associates Degree Diploma, dated May 2012, was posted in June 2013.

3.  The Cochise College Transcript of Academic Record he provides shows he was awarded an Associate of Applied Science Degree on 8 May 2012.

4.  Army Regulation 600-8-104 (AMHRR Management) prescribes Army policy for the creation, utilization, administration, maintenance, and disposition of the AMHRR.

	a.  The purpose of the AMHRR is to preserve permanent documents pertaining to enlistment, appointment, duty stations, assignments, training, qualifications, performance, awards, medals, disciplinary actions, insurance, emergency data, separation, retirement, casualty, administrative remarks, and any other personnel actions.

	b.  The AMHRR maintains, in pertinent part, performance-related information to include training/education documents.  The primary purpose is to provide necessary information to officials and selection boards tasked with assessing Soldiers for promotion, special programs, or tours of duty.

DISCUSSION AND CONCLUSIONS:

1.  The evidence shows he was awarded an associate's degree by Cochise College in May 2012, which supports his contention that the Cochise College Associates Degree Diploma, dated May 2010, contained in his file incorrectly reflects he received the degree in 2010.  His file contains a "corrected" diploma, dated May 2012.

2.  In view of the above, the Cochise College Associates Degree Diploma, dated May 2010, holds no historical value in documenting the applicant's military career.  This document only shows that, by administrative error, a second diploma was issued to show the correct graduation date.

3.  Therefore, it is appropriate to remove the Cochise College Associates Degree Diploma, dated May 2010, from the applicant's AMHRR.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing the Cochise College Associates Degree Diploma, dated May 2010, from his AMHRR.
