THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that Basic Reading Program training be added to his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge).
2. The applicant states he was ordered to attend the Basic Reading Program following Basic Combat Training. However, this training is not listed on his DD Form 214.
3. The applicant provides a Department of Veterans Affairs Form 10-2827 (Application for Outpatient Treatment).
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. On 20 February 1968, he was inducted into the Army of the United States.
3. Special Orders Number 157, issued by Headquarters, U.S. Army Training Center, Infantry, dated 5 June 1968, indicate he was reassigned for the purpose of attending a Basic Reading Program.
4. His DA Form 20 (Enlisted Qualification Record) does not list the Basic Reading Program in item 27 (Military Education).
5. His record is void of any evidence showing he successfully completed Basic Reading Program training.
6. On 27 February 1970, he was honorably released from active duty. His DD Form 214 does not show he completed successfully Basic Reading Program training.
7. Army Regulation 635-5 (Separation Documents), in effect at the time, established standardized policy for the preparation of the DD Form 214. It provided a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge. It provided for entering service schools, including dates and major courses which were completed successfully during the period covered by the DD Form 214.
DISCUSSION AND CONCLUSIONS:
There is no evidence in his record that he successfully completed Basic Reading Program training. Even if there was, it isn't clear whether this training would have met the criteria for entry on his DD Form 214. Therefore, there is no basis for adding this training to his DD Form 214.
