THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show he completed the Basic Airborne Course.
2. The applicant states he was completed jump school at Fort Benning, GA on 18 November 1966, which is not included on his DD Form 214. He states his
DD Form 214 indicates award of the Parachutist Badge.
3. The applicant provides a copy of his DD Form 214 for the period ending
24 March 1972.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicants failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicants failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant enlisted in the Regular Army on 17 June 1966 for a period of
3 years. He completed training and was awarded military occupational specialty (MOS) 11H (Infantry Direct Fire Crewman). On 3 April 1968, he was honorably discharged for the purpose of immediate reenlistment. The DD Form 214 he was issued at the time shows in item 25 (Education and Training Completed) the entry "Mountain & Glacier Trng, USARAL (Alaska), 2 Wks, 1967."
3. On 4 April 1968, he reenlisted for a period of 4 years. He subsequently completed training and he was awarded MOS 74F (Computer Programming Specialist) which became his primary MOS and his 11H MOS became his secondary MOS.
4. His record contains a DA Form 20 (Enlisted Qualification Record) prepared on
21 June 1966 upon his initial entry into the RA. It shows in:
a. Item 28 (Specialized Training) he completed Basic Airborne on
18 November 1966.
b. Item 38 (Record of Assignments) he was assigned to the 4th Student Battalion, The Student Brigade, Fort Benning from 29 October to 27 November 1966, for Basic Airborne training.
5. On 24 March 1972, the applicant was honorably released from active duty as an overseas returnee and he was transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement) to complete his remaining Reserve obligation. He completed 5 years, 9 months, and 8 days of total active service. Item 25 of the DD Form 214 for this period of service shows the same mountain & glacier training as shown on his DD Form 214 for the period ending 3 April 1968.
6. Army Regulation 635-5 (Separation Documents) provides detailed instructions for completing separation documents, including the DD Form 214. It provides that the DD Form 214 is a summary of a Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active duty service at the time of release from active duty, retirement, or discharge. It states for
item 25, enter service schools, including major courses which were successfully completed, and military sponsored courses completed in civilian schools and colleges during the period covered by the DD Form 214 being prepared.
DISCUSSION AND CONCLUSIONS:
The available evidence shows the applicant completed the Basic Airborne Course on 18 November 1966. Therefore, his DD Form 214 for the period ending 3 April 1968 should be corrected to show he completed the 3-week Airborne Training Course in 1966.

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 25 of his DD Form 214 for the period ending 3 April 1968 the entry "Airborne Training Course, Fort Benning, GA, 3 Weeks, 1966."
