THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests award of the Armed Forces Reserve Medal (AFRM) with "M" Device.

2.  The applicant states:

	a.  he was mobilized during the period 12 June 2009 to 11 June 2011 in support of Operation Enduring Freedom (OEF); and

	b.  Army Regulation 600-8-22 (Military Awards), chapter 5-8, states, in effect, that members called to active duty and serve in support of a specific U.S. military operation under Title 10, U.S. Code, section 12301 are entitled to the AFRM with "M" Device.

3.  The applicant provides:

* Orders 09-076-00012, issued by the 87th U.S. Army Reserve (USAR) Command, Birmingham, AL, dated 17 March 2009
* Orders A-01-001711, issued by the U.S. Army Human Resources Command (HRC), St., Louis, MO, dated 14 January 2010

CONSIDERATION OF EVIDENCE:

1.  The applicant’s record shows after 5 years, 10 months, and 1 day of prior active duty enlisted service, he enlisted in the USAR on 21 February 2007.  He is currently serving in the Active Guard Reserve (AGR) program.
2.  Orders 09-076-00012, dated 17 March 2009, ordered him to active duty in support of OEF with a reporting date of 12 June 2009 for a period of 365 days.

3.  Orders A-01-001711, dated 14 January 2010, ordered him to active duty for operational support (ADOS) with a reporting date of 12 June 2010 for a period of 365 days.

4.  On 11 June 2011, the applicant was honorably released from active duty at the completion of required active service.  He completed 2 years of net active service during this period.  The DD Form 214 he was issued at the time shows in:

* item 13 (Decorations, Medals, Badges, citations and Campaign Ribbons Awarded or Authorized) no entry for the AFRM with "M" Device
* item 18 (Remarks) the entry "Ordered to active duty in support of OEF in accordance with Title 10, U.S. Code, section 12301"

5.  Army Regulation 600-8-22 (Military Awards) states the AFRM is awarded for honorable and satisfactory service as a member of one or more of the Reserve Components for a period of 10 years.  Also qualifying for this award are members who on or after 1 August 1990 were called to active duty and served under
Title 10, U.S. Code, sections 12301(a), 12302, 12304, or 12406.  The member must have been called or volunteered and served on active duty in support of specific U.S. military operations or contingencies designated by the Secretary of Defense.  Members who receive orders changing their current duty status, their duty location, or assignment to support a contingency operation are eligible for the award of the “M” Device.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant was ordered to active duty on
12 June 2009 in support of OEF under the authority of Title 10, U.S. Code, section 12301.  He continued to serve in this status until 11 June 2011, at which time he was honorably released from active duty.

2.  It appears he served during a qualifying period for entitlement to the AFRM with "M" Device.  Therefore, his DD Form 214 should be corrected to show this award.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to his DD Form 214 for the period ending 11 June 2011 the Armed Forces Reserve Medal with "M" Device.
