THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Forms 214 (Armed Forces of the United States Report of Transfer or Discharge) for the periods ending:

	a.  7 October 2010 to show completion of the Jumpmaster Course; and

	b.  25 November 2013 to show he held primary military occupational specialty (PMOS) 21B (Combat Engineer) skill level "3" rather than skill level "2."

2.  The applicant attributes the above oversight to errors that occurred during his separation processing.

3.  He provides:

* two DD Forms 214
* an Enlisted Record Brief (ERB)
* a Certificate of Training

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Army National Guard (ARNG) on 9 July 2004.  Upon successful completion of initial entry training, he was awarded PMOS 19D1O (Cavalry Scout). 

2.  On 12 August 2007, he was honorably discharged from the ARNG upon completion of required active service.
3.  On 13 August 2007, the applicant enlisted in the Regular Army (RA).  He was subsequently trained for and awarded PMOS 21B1O (Combat Engineer).

4.  On 9 November 2007, he successfully completed Basic Airborne training.  Accordingly, he was awarded the Parachutist Badge and his MOS was modified to include special qualification identifier "P" in order to reflect he was now qualified as an airborne parachutist.  As a result, he was awarded the new PMOS 21B1P and his old PMOS 21B1O was withdrawn.

5.  On 1 September 2008, the applicant was promoted from the rank/grade of specialist/E-4 to sergeant (SGT)/E-5.  Accordingly, his MOS was modified in order to reflect he was now serving in skill level "2."  As a result, his was awarded PMOS 21B2P and his old PMOS 21B1P was withdrawn.

6.  On 14 November 2008, he successfully completed the Ranger Course.  Accordingly, he was awarded the Ranger Tab and his MOS was modified to include the special qualification identifier "V" to reflect he was now qualified as an airborne ranger.  As a result, he was awarded the new PMOS 21B2V and his old PMOS 21B2P was withdrawn.

7.  The applicant provides an 82nd Airborne Division Certificate of Training that shows he successfully completed the Jumpmaster Course on 23 October 2009.

8.  His ERB, dated19 July 2010, shows he completed the Jumpmaster Course in 2009.  This document also shows his Promotion MOS as 21B3.

9.  The applicant's record contains a DA Form 2166-8 (Noncommissioned Officer (NCO) Evaluation Report) for the period 1 September 2009 through 31 August 2010 wherein his rater commented "completed the 82nd Airborne Advanced Airborne School jumpmaster course; served as an expert on airborne operations that was vital to overall mission success."

10.  On 24 September 2010, the applicant enlisted in the Texas ARNG (TXARNG) to be effective beginning 8 October 2010 following his separation from the RA.

11.  On 7 October 2010, he was honorably released from active duty (REFRAD) in the rank/ grade of SGT/E-5 and transferred to the TXARNG.  The DD Form 214 he was issued at the time shows in item:

	a.  11 (Primary Specialty) that he held the PMOS 21B2V at the time of separation; and

	b.  14 (Military Education) no indication that he had completed the Jumpmaster Course during the period covered by the DD Form 214.

12.  In October 2010, the Army converted MOS 21B to MOS 12B.

13.  On 16 March 2012, the Command Sergeant Major of 1st Battalion (Airborne), 143rd Infantry Regiment, TXARNG, requested a replacement for a valid staff sergeant (SSG)/E-6 vacancy for MOS 12B3 with the additional requirement that the Soldier be airborne qualified.  On 17 March 2012, the applicant accepted assignment to the position with the understanding that he would be promoted as a result of this acceptance.

14.  On 17 March 2012, the applicant was promoted from the rank/grade of SGT/E-5 to SSG/E-6.  Accordingly, his MOS was modified in order to reflect he was now serving in skill level "3."  As a result, he was awarded PMOS 12B3V and his old PMOS 12B2V was withdrawn.

15.  On 25 November 2011, the applicant was ordered to active duty in support of Operation Enduring Freedom.  He served in Afghanistan from 26 February through 10 November 2012.  On 18 January 2013, he was honorably REFRAD in the rank/grade of SSG/E-6 and transferred to the TXARNG.  Item 11 of the DD Form 214 he was issued at the time shows that he held PMOS 12B2V at the time of his REFRAD.

16.  Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214.  It stipulates that:

	a.  the separating Soldier's complete MOS should be entered in item 11; and

	b.  the Soldier's military education should be obtained from the Soldier's records and the formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 should be entered in item 14, to include title, length in weeks, and year completed.  

17.  A review of the Army Training Requirements and Resources System (ATTRS) shows the Jumpmaster course conducted by the 82nd Airborne Division is a 3-week course.




DISCUSSION AND CONCLUSIONS:

1.  The applicant's contentions were carefully considered and determined to have merit.

2.  The evidence of record shows he completed the 3-week Jumpmaster Course on 23 October 2009.  Therefore, he is entitled to have this information reflected in item 14 of his DD Form 214 for the period ending 7 October 2010.

3.  The evidence of record also shows he was promoted to SSG/E-6 on 17 March 2012 and as a result, was awarded PMOS 12B3V.  Therefore, he is entitled to have this information reflected in item 11 of his DD Form 214 for the period ending 18 January 2013.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  adding the entry "JUMPMASTER CRS, 3 WEEKS, 2009" to item 14 of his DD Form 214 for the period ending 7 October 2010; and

	b.  deleting the entry "12B2V" from item 11 of his DD Form 214 for the period ending 18 January 2013 and replacing it with the entry "12B3V."

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends 




denial of so much of the application that pertains to correcting his DD Form 214 for the period ending 18 January 2013 to show he held MOS 21B at the time of his separation.
