THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that item 14 (Military Education) of his 
DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show that he completed the Basic Airborne Course, the Sapper Leader Course, the Ranger Course, the Jumpmaster Course, the Mountain Warfare Course (Summer), the Mountain Warfare Course (Winter), the Pathfinder Course, and the Air Assault Course.

2.  The applicant essentially states that the aforementioned military courses were omitted from his DD Form 214.

3.  The applicant provides his DD Form 214; an undated and unsigned 
self-authored statement; orders, dated 1 February 1994, which awarded him the basic Parachutist badge; orders, dated 8 January 1997, which in part awarded him the Ranger Tab; a certificate, dated 20 May 1995, showing that he completed the Sapper Leader Course; a certificate, dated 14 May 1997, showing that he completed the Jumpmaster Course; a DA Form 1059 (Service School Academic Evaluation Report), dated 5 September 2001, showing that he completed the Mountain Warfare Course (Summer); a DA Form 1059, dated 
22 February 2002, showing that he completed the Mountain Warfare Course (Winter); a diploma, dated 16 November 2001, showing that he completed the Pathfinder Course; and a diploma, dated 29 August 2002, showing that he completed the Air Assault Course.



CONSIDERATION OF EVIDENCE:

1.  The applicant is currently serving as a chief warrant officer two in the Regular Army.

2.  On 12 December 2002, the applicant was discharged from the Regular Army in the rank and pay grade of staff sergeant/E-6 after completing over 10 years of active duty in order to be appointed as a warrant officer.  Item 14 of his DD Form 214 that was issued at the time of his discharge shows that he completed the Combat Lifesaver Course, the Primary Leadership Development Course, the Basic Noncommissioned Officer Course, the Instructor Training Course, and the Warrant Officer Candidate School.  

3.  The applicant provided certificate showing he completed the Ranger Course, the Sapper Leader Course, the Mountain Warfare Course (Summer), and the Mountain Warfare Course (Winter), but item 14 of his DD Form 214 does not contain entries showing he completed these course.

4.  Item 14 of the applicant's DD Form 214 also does not show that he completed the Basic Airborne Course, the Air Assault Course, the Jumpmaster Course, and the Pathfinder Course, which are military occupational specialty (MOS) immaterial courses and have potential for assisting the applicant after separation in job placement, but his military records contained a diploma showing that he completed the 3-week Basic Airborne Course on 11 February 1994.  The applicant also provided a diploma showing that he completed the 2-week Air Assault Course on 29 August 2002, the 2-week Jumpmaster Course on 14 May 1997, and the 3-week Pathfinder Course on 16 November 2001.

5.  Army Regulation 635-5 (Separation Documents) establishes the policies and procedures for completion and distribution of the DD Form 214.  It states, in pertinent part, that formal in-service (full-time attendance) training courses successfully completed during the period of service covered by title, length in weeks, and month and year completed will be entered on the DD Form 214.  This information is to assist the Soldier after separation in job placement and counseling; therefore, training courses for combat skills are not listed.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that item 14 of his DD Form 214 should be corrected to show that he completed the Basic Airborne Course, the Sapper Leader 


Course, the Ranger Course, the Jumpmaster Course, the Mountain Warfare Course (Summer), the Mountain Warfare Course (Winter), the Pathfinder Course, and the Air Assault Course.

2.  While there is no question that the applicant completed the Ranger Course, the Sapper Leader Course, the Mountain Warfare Course (Summer), the Mountain Warfare Course (Winter), and the Air Assault Course, courses for combat skills are not listed on the DD Form 214.  As a result, there is no basis for adding these courses to the applicant's DD Form 214.

3.  The applicant completed the Basic Airborne Course, the Jumpmaster Course, and the Pathfinder Course, which are MOS-immaterial courses and have potential for assisting the applicant after separation in job placement, but they are not listed on his DD Form 214.  Therefore, it would be appropriate at this time to correct item 14 of his DD Form 214 to show that he completed the Basic Airborne Course, the Jumpmaster Course, and the Pathfinder Course.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that item 14 of the applicant's DD Form 214 be corrected by showing that he completed the 3-week Basic Airborne Course in 1994, the 2-week Jumpmaster Course in 1997, and the 3-week Pathfinder Course in 2001.

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to correcting item 14 of his 
DD Form 214 to show that he completed the Ranger Course, the Sapper Leader 


Course, the Mountain Warfare Course (Summer), the Mountain Warfare Course (Winter), or the Air Assault Course.
