THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the 7th award of the Joint Meritorious Unit Award (JMUA).

2.  The applicant states that after his retirement, he received correspondence from his former office at the U.S. European Command (USEUCOM) of a JMUA that was approved for issuance to eligible USEUCOM military personnel.  He states the period of service for the award is November 2008 through July 2011 and he was assigned to USEUCOM from 19 July 2007 through 31 May 2010.

3.  The applicant provides his DD Form 214, DD Form 215 (Correction to DD Form 214), Officer Record Brief (ORB), and a JMUA Certificate and Citation.

CONSIDERATION OF EVIDENCE:

1.  The applicant's ORB, dated 2 April 2010, shows he was assigned to Headquarters (HQ), USEUCOM, beginning on 19 July 2007.  His ORB also shows his date of eligibility to return from overseas as 19 July 2010.

2.  He retired in the rank of colonel on 31 May 2010.  His DD Form 214 shows award of the JMUA (6th Award) among other awards.

3.  Joint Staff Permanent Order Number J-1SO-0227-11, dated 31 October 2011, announced the award of the JMUA to HQ, USEUCOM, for service during the period 1 November 2008 to 1 July 2011.

4.  Army Regulation 635-5 (Separations Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active service.  It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that his DD Form 214 should be corrected to show the JMUA (7th Award) has been carefully considered.

2.  The evidence shows HQ, USEUCOM, was awarded the JMUA for service during a period he was assigned to this unit.  However, the award was announced after his DD Form 214 had been prepared and issued.  Therefore, it would be appropriate to correct his DD Form 214 at this time by adding award of the JMUA (7th Award).
