IN THE CASE OF:
BOARD DATE: 16 July 2013
DOCKET NUMBER: AR20120021735
THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests his foreign service in France be properly shown on his DD Form 214 (Certificate of Release or Discharge from Active Duty).
2. The applicant states that, unlike his other periods of foreign service, his service in France from 30 September 1960 through 5 February 1961 was not included on his DD Form 214.
3. The applicant provides copies of his DD Form 214 and two pages of his DA Form 20 (Enlisted Qualification Record).
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Army National Guard on 15 November 1959 and in the Regular Army on 3 August 1960. He served in an enlisted status until
1 June 1969 when he accepted a warrant officer appointment.
2. His DA Form 20 shows foreign service in France (600930 - 610205), Germany (610206 - 630706), and Vietnam (650813 - ETS).
3. His DA Form 2-1 (Personnel Qualification Record - Part II) shows foreign service in Germany (600909 - 630628), Vietnam (650709 - 660709 and 690703 - 700404), and Thailand (741025 - 751113).
4. The applicant retired on 30 November 1980. His retirement DD Form 214 shows 4 years, 8 months, and 12 days of foreign service with the countries of foreign service being shown, at item 18 (Remarks), as Germany (600909 - 630628), Vietnam (650709 - 660709 and 690703 - 700404), and Thailand (741025 - 751113).
DISCUSSION AND CONCLUSIONS:
1. The dates and countries of the applicant's foreign service were not properly transferred from his enlisted qualification record to his officer qualification record. His service in France was combined with his service in Germany on the second form.
2. His periods of service in France and Germany were contiguous and for an unknown reason were combined on his DA Form 2-1. This entry was then carried forward for inclusion on his retirement DD Form 214 showing service in only Germany.
3. It is appropriate to delete the Germany (600909 - 630628) entry, at item 18 on the 30 November 1980 DD Form 214, and replace it with France (600930 - 610205) and Germany (610206 - 630706).
