THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her proper military occupational specialty (MOS) codes, all of her military training, and a complete list of her awards.

2.  The applicant states she completed airborne training.  She was awarded the Parachutist Badge and the MOS special qualification identifier (SQI) "P" (Parachutist).  She was also awarded primary MOS (PMOS) 72E2P (Telecommunications Control Operator) and secondary MOS (SMOS) 71L2P (Administrative Specialist).  Therefore, her DD Form 214 should correctly show these two MOS codes.

3.  The applicant provides copies of her DA Form 2-1 (Personnel Qualification Record – Part II) and DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice.  This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so.  While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file.  In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.

2.  The applicant enlisted in the Regular Army on 28 April 1983.

3.  A review of the applicant's military personnel records revealed the following:

	a.  a U.S. Army Signal Center 	and Fort Gordon (USASC&FG), Fort Gordon, GA, certificate that shows she completed the 10-week and 3-day Combat Telecommunications Center Operator Course on 3 October 1983;

	b.  a U.S. Army Infantry School, Fort Benning, GA, certificate that shows she completed the Basic Airborne Course on 3 November 1983;

	c.  Headquarters, U.S. Army Infantry Center, Fort Benning, GA, Permanent Orders 203-5, dated 31 October 1983, that awarded her the Parachutist Badge effective 4 November 1983;

	d.  Headquarters, U.S. Army Garrison, Okinawa, Orders 58-7, dated 10 April 1986, that withdrew PMOS 72E1O and awarded her PMOS 72E1P effective 4 November 1983;

	e.  she reenlisted in the Regular Army on 8 February 1985;

	f.  a DA Form 87 (Certificate) that shows she completed the 6-week Personnel Administration Specialist Course on 29 March 1985;

	g.  a DA Form 87 that shows she completed the 2-week and 3-day "IBM" Operations Course on 3 July 1985; and

	h.  Headquarters, XVIII Airborne Corps, Fort Bragg, NC, Orders 155-90, dated 13 August 1985, that awarded her SMOS 71L1O effective 8 August 1985.

4.  The applicant's DA Form 2-1 shows in:

	a.  item 6 (MOS):

* PMOS 72E1P, Telecommunications Control Operator, 3 October 1983
* SMOS 71L1O, Administrative Specialist, 8 August 1985



	b.  item 9 (Awards, Decorations, and Campaigns):

* Army Service Ribbon
* Parachutist Badge
* Army Good Conduct Medal (1st Award)
* Army Lapel Button
* Sharpshooter Marksmanship Qualification Badge with Rifle (M-16) Bar

	c.  item 17 (Civilian Education and Military Schools) that she completed the following military training/courses:

* Telecommunications Control Operator, 10 weeks, 1983
* Basic Airborne, 3 weeks, 1983
* "IBM" Operations, 2 weeks, 1985
* Personnel Administration, 6 weeks, 1985

	d.  item 18 (Appointments and Reductions) that she was promoted to specialist four (SP4)/pay grade E-4 with a date of rank of 28 April 1985.

5.  A DA Form 4187 (Personnel Action) shows the applicant requested separation from active duty in Japan.

	a.  Section I (Personnel Identification) shows she entered "SP4/72E1P/
71L1O" in the grade of rank/PMOS block.

	b.  The applicant placed her signature on the form on 20 January 1987.

6.  The applicant's DD Form 214 shows she was honorably released from active duty on 9 February 1987 based on hardship and transferred to the U.S. Army Reserve Control Group (Reinforcement).  She completed 3 years, 9 months, and 12 days of net active service during this period.  It also shows in:

	a.  item 11 (Primary Specialty Number, Title and Years and Months in Specialty):  "72E1O/TELECOM CENTER OPERATOR/3 YRS 4 MONTHS"

	b.  item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized):

* Army Service Ribbon
* Parachutist Badge
* Army Good Conduct Medal (1st Award)
* Sharpshooter Marksmanship Qualification Badge with Rifle (M-16) Bar
* Army Lapel Button

	c.  item 14 (Military Education):

* USASC&FG TELECOM CEN OP/10 WEEKS/83
* FT BRAGG IBM OPERATIONS/2 WEEKS/85
* FT BRAGG PERS ADMIN/6 WEEKS/85

7.  A review of the applicant's military personnel records failed to revealed evidence of any other military training, MOS orders, or awards and decorations.

8.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army and contains item-by-item instructions for completing the DD Form 214.  It shows for:

* item 11 – for enlisted personnel, enter the MOS codes, titles, years, and months
* item 13 – self-explanatory
* item 14 – list in-service training courses; title, number of weeks, and year successfully completed during this period of service - this information is to assist the member after separation in job placement and counseling; therefore, training courses for combat skills will not be listed

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that her DD Form 214 should be corrected to show her proper MOS codes, all of her military training, and all of her awards.

2.  Records show the applicant was awarded PMOS 72E1O effective 3 October 1983 and SQI "P" was added to her PMOS effective 4 November 1983.  Records also shows she was awarded SMOS 71L1O effective 8 August 1985.

   a.  A calculation of the time that she held the two MOS's is as follows:

	1987  02  09	date of separation

	+                   1	inclusive day
	=     03  04  07	period of time PMOS held



	1987  02  09	date of separation
	- 1985  08  08	date awarded SMOS

	b.  There is no evidence of record that shows the applicant was promoted to grade E-5 and/or awarded a PMOS/SMOS with a skill level of "2" (i.e., 72E2P or 71L2O).  Thus, she is not entitled to correction of her DD Form 214 in this instance.

   c.  However, based on the foregoing, it would be appropriate to correct her DD Form 214 to show the correct PMOS code and to add the SMOS code, title, and period of time she held the SMOS.

3.  The evidence of record shows the applicant was awarded the:

* Army Service Ribbon
* Parachutist Badge
* Army Good Conduct Medal (1st Award)
* Sharpshooter Marksmanship Qualification Badge with Rifle (M-16 ) Bar
* Army Lapel Button

4.  Item 13 of her DD Form 214 shows the above awards.   There is no evidence to show the applicant is authorized any other awards or decorations.  Therefore, she is not entitled to correction of her DD Form 214 in this instance.

5.  Records show the applicant completed the following military courses:

* Telecommunications Control Operator, 10 weeks, 1983
* Basic Airborne, 3 weeks, 1983
* IBM Operations, 2 weeks, 1985
* Personnel Administration, 6 weeks, 1985

6.  Item 14 of her DD Form 214 shows the Telecommunications Control Operator, IBM Operations, and Personnel Administration courses.  However, it does not show she completed the Basic Airborne Course.

7.  Therefore, in view of all of the foregoing, it would be appropriate to amend her DD Form 214 to show her correct PMOS, SMOS, and military education.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting the entry "72E1O/TELECOM CENTER OPERATOR/
3 YRS  4 MONTHS" from item 11 of her DD Form 214 and

	b.  adding the following entries to item 11 of her DD Form 214:

* "72E1P/TELECOMMUNICATIONS CENTER OPERATOR/
3 YEARS  4 MONTHS"
* "71L1O/PERSONNEL ADMINISTRATION/1 YEAR  6 MONTHS"

   c.  adding the following training to item 14 of her DD Form 214:

* "FORT BENNING/BASIC AIRBORNE/3 WEEKS/1983"

2.  The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to additional awards and decorations.
