THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests change of his reentry eligibility (RE) code so he can reenter military service.
2. The applicant states:
* The RE code on his DD Form 214 (Certificate of Release or Discharge from Active Duty) shows "NA" (not applicable)
* He is trying to reenter the Army, but he is being told he must have an RE code and the "NA" code is an error
* He completed his service and never had any discipline issues
* He received an honorable discharge
* He should have a normal RE code
3. The applicant provides:
* Undated self-authored letter
* DD Form 214
* Orders 217-0002, issued by Headquarters, U.S. Army Garrison, Fort Meade, MD, dated 5 August 2009
* Reenlistment Eligibility Data Display (REDD) Report, dated 7 May 2012
* Memorandum issued by the U.S. Army Recruiting Company Syracuse, NY, subject: Administrative Hardship Waiver Request for (applicant's name and Social Security Number), dated 4 June 2012
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army (RA) on 10 July 2003. He was awarded military occupational specialty 11B (infantryman). On 21 October 2009, he was honorably discharged by reason of hardship.
2. The DD Form 214 he was issued at the time shows in:
* Item 25 (Separation Authority) the entry "AR [Army Regulation] 635-200 [Personnel Separations Active Duty Enlisted Administrative Separations], PARA (paragraph) 6-3A"
* Item 26 (Separation Code) the entry "KDB"
* Item 27 (RE Code) the entry "NA"
* Item 28 (Narrative Reason for Separation) the entry "HARDSHIP
3. Army Regulation 635-5-1 (Separation Program Designator (SPD)) Codes) provides the specific authorities (regulatory or directive), reasons for separating Soldiers from active duty, and the SPD codes to be entered on the DD Form 214. It states that the SPD code KDB is the appropriate code to assign to Soldiers separated under the provisions of Army Regulation 635-200, paragraph 6-3a or b, by reason of hardship. The SPD/RE Code Cross Reference Table stipulates that an RE-3 code will be assigned to members separated under these provisions with an SPD code of KDB.
4. Army Regulation 635-200 states that prior to discharge or release from active duty, individuals will be assigned RE codes based on their service records or the reason for discharge. Army Regulation 601-210 (Active and Reserve Components Enlistment Program) covers eligibility criteria, policies, and procedures for enlistment and processing into the Regular Army (RA) and the U.S. Army Reserve (USAR). Table 3-1 included a list of the RA RE codes. RE-3 applies to Soldiers who are not considered fully qualified for reentry or continuous service at time of separation, but disqualification is waivable. They are ineligible for enlistment unless a waiver is granted.
DISCUSSION AND CONCLUSIONS:
1. The applicant's contention that he should have an RE code has been considered and found to have merit.
2. Evidence shows he was discharged under the provisions of Army Regulation 635-200, paragraph 6-3a, for hardship with an SPD code of KDB.
3. The SPD/RE Code Cross Reference Table shows that Soldiers assigned an SPD of KDB will be given an RE-3 code. Therefore, it would be appropriate at this time to correct his DD Form 214 to show he was assigned an RE-3 code instead of the entry "NA."

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting from item 27 of his DD Form 214 the current entry and replacing it with the entry "RE-3."
