THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show in:
* item 11 (Primary Specialty) the total period of his service from 17 January 1989 to 31 January 2011
* item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) the Meritorious Unit Commendation (MUC)
2. He states the MUC had not yet been approved when he retired and he did not see that item 11 was incorrect.
3. He provides his DD Form 214 with a continuation sheet and orders.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 17 January 1989 for training in military occupational specialty (MOS) 55R (Ammunition Stock Control and Accounting Specialist).
2. His record does not specify the date he was awarded MOS 55R; however, his Enlisted Record Brief (ERB) shows, on 13 June 1989, he was assigned to a unit in duty MOS (DMOS) 55R. His ERB shows he later held assignments in DMOS 55B (Ammunition Specialist), 89B (Ammunition Specialist), and 00Z (Command Sergeant Major (CSM)). His ERB shows he served as a CSM in MOS 00Z5O in the 80th Ordnance Battalion from 14 December 2008 to 16 September 2010.
3. An Enlisted Conversion Chart maintained by the U.S. Army Human Resources Command shows MOS 55R was converted to MOS 55B effective 1 April 1993. MOS 55B was converted to MOS 89B effective 1 January 2005.
4. His ERB shows he served in Iraq from 22 May 2009 to 9 May 2010, while he was a member of the 80th Ordnance Battalion.
5. Permanent Orders 181-03, issued by the U.S. Army Human Resources Command, Fort Knox, KY, dated 30 June 2010, announced award of the MUC to Headquarters and Headquarters Detachment, 80th Ordnance Battalion, for its service in support of Operation Iraqi Freedom from 24 May 2009 to 8 May 2010.
6. On 31 January 2011, he retired in the rank/grade of CSM/E-9 after completing 22 years and 14 days of active military service.
7. Item 11 of his DD Form 214 shows the entry "89B50 Ammunition Specialist 21 years and 8 months." Item 13 does not show the MUC.
8. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes the standardized policy for preparation of the DD Form 214. It states for:
a. item 11, from the ERB, enter the titles of all MOS' served for at least 1 year and include for each MOS/AOC the number of years and months served. For time determination, 16 days or more count as a month. Do not count basic training and advanced individual training.
b. item 13, list awards and decorations for all periods of service.
DISCUSSION AND CONCLUSIONS:
1. The evidence of record does not support the applicant's request for correction of the period of service shown in item 11 of his DD Form 214.
2. The years and months entered in item 11 of the DD Form 214 document how long a Soldier held an MOS. The applicant was assigned to a unit in MOS 55R on 13 June 1989. Following two conversions of his original MOS, he retired holding MOS 89B on 31 January 2011. The time that elapsed from 13 June 1989 through 31 January 2011 is 21 years, 7 months, 19 days.
3. The governing regulation states 16 days or more count as a month for the purpose of entries in item 11 of the DD Form 214. Therefore, item 11 of his DD Form 214 correctly shows he held MOS 89B for 21 years and 8 months. In the absence of evidence showing he held this MOS longer than the period shown, there is no basis for correcting this entry.
4. As a related matter, the governing regulation states item 11 will show the titles of all MOS served for at least 1 year. His service in MOS 00Z5O from 14 December 2008 to 16 September 2010 (1 year and 9 months) is not shown on his DD Form 214. It would be appropriate to add an entry documenting this service at this time.
5. Permanent orders awarded his unit the MUC for a period during which he was deployed with the unit. He is entitled to correction of his DD Form 214 to show this unit award.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by making the following additions to his DD Form 214:
* adding to item 11 "00Z5O Command Sergeant Major 1 year 9 months"
* adding to item 13 "Meritorious Unit Commendation"
2. The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to correction of item 11 of his DD Form 214 to show he held MOS 89B during his entire period of military service.
