THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of item 14 (Military Education) of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Warrior Leader Course.

2.  The applicant states she has a DA Form 1059 (Service School Academic Evaluation Report) which shows she successfully completed the course but the course is not annotated on her DD Form 214.

3.  The applicant provides a DA Form 1059 and a DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 20 April 2006 and upon completion of initial entry training she was awarded military occupational specialty 68W (Health Care Specialist).  

2.  A DA Form 1059, dated 7 November 2008, shows she completed the Warrior Leader Course which she attended during the period 8 October - 7 November 2008.

3.  She was honorably released from active duty on 26 June 2010.  The Warrior Leader Course is not included in item 14 of her DD Form 214.

4.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army.  It establishes standardized policy for preparing and distributing the DD Form 214 and provides that in item 14, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 Include title, length in weeks, and year completed.  This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills.

5.  Army Regulation 600-8-22 (Military Awards) states the Noncommissioned Officer Professional Development Ribbon (NCOPDR) was established by the Secretary of the Army on 10 April 1981.  It is awarded to Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated NCO professional development courses.  It provides that completion of the Warrior Leader Course qualifies for award of the basic ribbon.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that her DD Form 214 should be corrected to show the Warrior Leader Course has been carefully reviewed.  

2.  The evidence of record clearly shows she successfully completed the Warrior Leader Course.  Therefore, this training should be added to her DD Form 214.

3.  Based on completion of the Warrior Leader Course, she is eligible for the basic NCOPDR.  Therefore, it would be appropriate to further correct her DD Form 214 by adding this ribbon.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of her DD Form 214 the Noncommissioned Officer Professional Development Ribbon and adding to item 14 of her DD Form 214 the entry "Warrior Leader Course, 4 weeks, 2008."
