THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests his Official Military Personnel File (OMPF) and My Board File (MBF) be corrected by:
a. removing the erroneous Alpha Detachment, 90th Personnel Services Battalion Permanent Order (PO) 020-002 awarding him the 5th award of the Army Good Conduct Medal; and
b. removing the duplicate Army Good Conduct Medal (8th award), dated 4 December 2010, for the period 4 December 2007 through 4 December 2010 from his MBF.
2. He amended his request to include replacing the following erroneous Army Good Conduct Medal PO's with corrected orders:
* 020-003 (6th Award)
* 247-01 (7th Award)
* 339-10 (8th Award)
3. He states he believes PO 020-002 to be in error due to an S1 function.
4. He provides a copy of Alpha Detachment, 90th Personnel Services Battalion PO 020-002 awarding him the 5th award of the Army Good Conduct Medal.
CONSIDERATION OF EVIDENCE:
1. His military records show he enlisted in the Regular Army on 4 December 1986. He was awarded the military occupational specialty of food service specialist. His current pay grade is E-7.
2. His request for removal of a duplicate 8th award of the Army Good Conduct Medal from his MBF is not a request for correction of a record. The MBF is essentially a copy of the performance portion of the OMPF plus other selected documents built at the Human Resources Command (HRC) for use by promotion board members to review a Soldier's military record. A review of his records in the interactive Personnel Electronic Records Management System (iPERMS) did not reveal a duplicate copy of this order. A Soldier should coordinate perceived discrepancies in this file with the appropriate HRC office. As such, this portion of the applicant's request will not be further discussed in these proceedings.
3. He has served continuously through reenlistments. Based on his records he would have been eligible for the Army Good Conduct Medal for the periods:
* 1st Award 4 December 1986 through 3 December 1989
* 2nd Award 4 December 1989 through 3 December 1992
* 3rd Award 4 December 1992 through 3 December 1995
* 4th Award 4 December 1995 through 3 December 1998
* 5th Award 4 December 1998 through 3 December 2001
* 6th Award 4 December 2001 through 3 December 2004
* 7th Award 4 December 2004 through 3 December 2007
* 8th Award 4 December 2007 through 3 December 2010
4. His records in iPERMS contain orders for his first through eighth awards of the Good Conduct Medal as shown below:
* PO 237-26, dated 11 December 1989, (1st Award) for the period 4 December 1986 through 3 December 1989
* PO 159-29, dated 12 November 1992, (2nd Award) for the period 4 December 1989 through 3 December 1992
* PO 352-072, dated 18 December 1995, (3d Award) for the period 4 December 1992 through 3 December 1995
* PO 337-98, dated 2 September 2011, (4th Award) for the period 4 December 1995 through 3 December 1998
* PO 071-106, dated 12 March 2002, (5th Award) for the period 4 December 1998 through 3 December 2001
* PO 020-002, dated 20 January 2005, (5th Award) for the period 3 December 1998 through 2 December 2001
* PO 020-003, dated 20 January 2005, (6th Award) for the period 3 December 2001 through 2 December 2004
* PO 247-01, dated 4 September 2007, (7th Award) for the period 3 December 2004 through 2 December 2007
* PO 339-10, dated 4 December 2010, (8th Award) for the period 4 December 2007 through 4 December 2010
5. Army Regulation 600-8-22 (Military Awards) states the Army Good Conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency, and fidelity during a qualifying period of active duty enlisted service. This period is 3 years except in those cases when the period for the first award ends with the termination of a period of Federal military service.
6. Army Regulation 600-8-104 (Military Personnel Information Management/ Records) prescribes what forms and documents are to be filed in the OMPF and where they are to be filed. It further provides that once filed such documents become a permanent part of the OMPF and may only be removed by one of several agencies, one of which is the ABCMR.
DISCUSSION AND CONCLUSIONS:
1. The applicant enlisted on 4 December 1986. PO 237-26 (1st Award),
PO 159-29 (2nd Award), PO 352-072 (3d Award), PO 337-98 (4th Award), and PO 071-106 (5th Award) appear to be correct as constituted and require no action.
2. The publishing of PO 020-002, dated 20 January 2005, (5th Award) was an administrative error and holds no historical value in documenting the applicant's military career. As such, it is appropriate to revoke this order, remove it from his OMPF, and not file the revocation order in his OMPF.
3. His records in iPERMS contain other PO's awarding the Army Good Conduct Medal with administratively incorrect periods of service. As such, in the interest of clarity and per his amended request, it would be appropriate to revoke and remove the following orders in his record in iPERMS and not file the revocation orders:
* PO 020-003, dated 20 January 2005, (6th Award)
* PO 247-01, dated 4 September 2007, (7th Award)
* PO 339-10, dated 4 December 2010, (8th Award)
4. Based on the above recommended changes it would be appropriate to publish new orders as shown below:
* Army Good Conduct Medal (6th Award) for the period 4 December 2001 through 3 December 2004
* Army Good Conduct Medal (7th Award) for the period 4 December 2004 through 3 December 2007
* Army Good Conduct Medal (8th Award) for the period 4 December 2007 through 3 December 2010
5. In view of the foregoing, the applicant is entitled to have his records corrected as shown below.
