THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show a third award of the Army Achievement Medal and the Combat Infantryman Badge.

2.  The applicant states he received the above awards; but they are not included on his DD Form 214.

3.  The applicant provides copies of:

* his DD Form 214
* orders awarding the Combat Infantryman Badge
* orders awarding the Army Achievement Medal

CONSIDERATION OF EVIDENCE:

1.  The applicant served as an airborne infantryman in the Regular Army from 8 March 2005 through 18 July 2008.

2.  His DD Form 214 shows the following awards:

* Iraq Campaign Medal
* Army Commendation Medal
* Army Achievement Medal (2nd Award)
* Army Good Conduct Medal
* National Defense Service Medal

* Global War on Terrorism Service Medal
* Army Service Ribbon
* Parachutist Badge

3.  The applicant provided Permanent Order #113-001, Headquarters, 2nd Battalion, 505th Parachute Infantry Regiment, Fort Bragg, NC, dated 22 April 2008, awarding him the Army Achievement Medal.  This order does not indicate it is a 3rd award.

4.  Permanent Order 238-004D, Headquarters, 25th Infantry Division, Iraq, dated 26 August 2007, awarded the applicant the Combat Infantryman Badge for the date or period of service on 20 July 2007.

5.  Army Regulation 600-8-22 (Military Awards) states the Iraq Campaign Medal is awarded to members who have served in direct support of Operation Iraqi Freedom (OIF).  The area of eligibility encompasses all the land area of the country of Iraq, the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles.  The Iraq Campaign Medal period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of OIF.  A bronze service star is authorized for wear with this medal for participation in each credited campaign.  Approved campaigns are:

* Liberation of Iraq (19 March 2003-1 May 2003)
* Transition of Iraq (2 May 2003-28 June 2004)
* Iraqi Governance (29 June 2004-15 December 2005)
* National Resolution (16 December 2005-9 January 2007)
* Iraqi Surge (10 January 2007-31 December 2008)
* Iraqi Sovereignty (1 January 2009-31 August 2010)
* New Dawn (1 September 2010-to a date to be determined)

DISCUSSION AND CONCLUSIONS:

1.  The applicant was awarded the Combat Infantryman Badge by Permanent Order 238-004D.  This badge should be added to his DD Form 214.

2.  The applicant served in Iraq during two named campaigns.  He should be awarded two bronze service stars for his already awarded Iraq Campaign Medal.



3.  His DD Form 214 shows two Army Achievement Medals as authorized awards, and since his Interactive Personnel Electronic Records Management System (iPERMS) file does not show two additional awards of the Army Achievement Medal, it is not possible to determine which award is represented by the orders the applicant-provided.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

* deleting the Iraq Campaign Medal from his DD Form 214
* adding the Iraq Campaign Medal with 2 bronze service stars and the Combat Infantryman Badge to his DD Form 214

2.  The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to a third Army Achievement Medal.
