THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of block 11 (Primary Specialty) of his DD Form 214 (Certificate of Release or Discharge from Active Duty).
2. The applicant states the entries in block 11 of his DD Form 214 are incorrect because the duration of time he served in each military occupational specialty (MOS) is reversed. He contends he actually served in MOS 21B (Combat Engineer) for 8 years and in MOS 31B (Military Police) for 3 years and 2 months.
3. The applicant provides his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant's record contains a DD Form 1966 (Record of Military Processing Armed Forces of the United States) which shows he enlisted in the Regular Army on 25 March 1999 for training in MOS 12B (Combat Engineer).
2. His record is void of orders showing the specific date he was awarded MOS 12B.
3. His record contains a DA Form 1059 (Service School Academic Evaluation Report), dated 27 September 2002, which shows he successfully completed the Primary Leadership Course on 27 September 2002. Block 5 (Specialty/MOS Code) of this form shows his MOS as 12B.
4. On 21 September 2004 the Army converted enlisted MOS 12B to MOS 21B during MOS Conversion Cycle 0304-02.
5. A review of the applicant's DA Forms 2166-8 (Noncommissioned Officer Evaluation Report) rendered for the period October 2003 through July 2007 show he held MOS 21B.
6. His record contains a U.S. Army Military Police School Diploma which shows he graduated from the Basic Military Police Course on 6 April 2007. Completion of this course would have resulted in award of MOS 31B as a secondary MOS at a minimum.
7. His record is void of orders showing the specific date on which he was awarded MOS 31B.
8. His record contains a DA Form 1059, dated 27 September 2007, which shows he successfully completed Phase I of the Basic Noncommissioned Officer Course on 28 September 2007.
9. His record contains a U.S. Army Military Police School Diploma which shows he graduated from the Military Police Noncommissioned Officer Course on 14 December 2007.
10. His record contains a DA Form 1059, dated 14 December 2007, which shows he successfully completed Phase I of the Basic Noncommissioned Officer Course on 14 December 2007. Block 5 of this form shows his MOS as 31B.
11. A review of the applicant's DA Forms 2166-8 rendered for the period February 2007 through January 2010 shows he held MOS 31B.
12. His DD Form 214 shows he was released from active duty on 6 August 2010. Block 11 of this form shows his primary MOS as 31B and indicates he served as such for 8 years. Block 11 also shows he previously served in MOS 21B for a period of 3 years and 2 months.
13. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. This regulation establishes standardized policy for the preparation of the DD Form 214. It states to enter the titles of all MOS's served for at least 1 year and include for each MOS the number of years and months served in block 11 of the form.
DISCUSSION AND CONCLUSIONS:
1. The evidence shows the applicant enlisted for MOS 12B on 25 March 1999 which was later converted to MOS 21B. After completing initial entry training he was awarded MOS 12B on an unspecified date and served as a combat engineer until December 2007, a period of at least 8 years.
2. His record is void of orders showing the specific date he was initially awarded MOS 31B. However, the evidence shows he completed the Basic Military Police Course on 6 April 2007 which would have resulted in award of MOS 31B as at least a secondary MOS.
3. His record shows he completed the Military Police Noncommissioned Officer Course on 14 December 2007 and served in MOS 31B from February 2007 until he was released from active duty on 6 August 2010, a period of 3 years and 5 months.
4. Based upon the evidence of record, the applicant's statement, and the absence of documentation for the specific dates on which he was awarded each MOS, it would be appropriate to correct block 11 of his DD Form 214 by reversing the current entry to show he served in MOS 31B for 3 years and 2 months and MOS 21B for 8 years.

The evidence of record shows he completed the 3-week Jumpmaster Course on 23 October 2009. The evidence of record also shows he was promoted to SSG/E-6 on 17 March 2012 and as a result, was awarded PMOS 12B3V.
