THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests his military occupational specialty (MOS) be changed on his DD Form 214 (Certificate of Release or Discharge from Active Duty) from 21F (Crane Operator) to 12F (Track Vehicle Commander).
2. The applicant states that he was never a 21F.
3. The applicant provides a copy of his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant's records show he enlisted in the Army National Guard on
24 June 1987. He was trained and awarded primary MOS 71L (Administrative Specialist). Through a series of reenlistments, he served continuously until he was honorably retired in the rank/grade of sergeant first class (SFC)/E7
on 30 November 2008.
2. The applicants DD Form 214 lists his "Primary Specialty" number and title in item 11 as 79T Recruiter/Retention Noncommissioned Officer and 21F Crane Operator. Item 14 "Military Education" shows that he was school trained as a 12B (Combat Engineer) in 1988.
3. The following orders were contained in the applicant's Official Military Personnel File (OMPF):
a. Orders 123-40, dated 22 June 1988, awarded MOS 12B (Combat Engineer) and withdrew MOS 71L, effective 24 May 1988;
b. Orders 239-104, dated 1 December 1994, awarded MOS 12F and withdrew MOS 12B, effective 29 July 1994;
c. Orders 198-021, dated 14 July 2000; awarded MOS 12B and withdrew MOS 79T, effective 30 June 2000;
d. Orders 287-2222, dated 14 October 2003, awarded MOS 21B and withdrew MOS 12B effective 1 October 2003; and
e. Orders 40-244, dated 9 February 2004, promoted the applicant (SFC)/E7. He was awarded MOS 79T and MOS 21B was withdrawn, effective 1 January 2004.
4. Army Regulation 635-5 (Personnel Separations) establishes standardized procedures for preparation and distribution of the DD Form 214. The regulation states, in pertinent part, to enter in item 11 the titles of all MOS served for at least 1 year and include for each MOS the number of years and months served.
5. US Army Human Resources Command (HRC) Enlisted Conversion Chart shows that MOS 12B was converted to 21B effective 1 September 2004 and MOS 12F identified as Engineer Tracked Vehicle Crewman was converted into 12B effective 1 October 1996. Additionally, the chart shows that only skill level 1 and 2 were assigned to MOS 21F (Crane Operator) which was converted to 21J (General Construction Equipment Operator) effective 1 October 2006.
DISCUSSION AND CONCLUSIONS:
1. The applicant requests that 21F (Crane Operator), listed on his DD Form 214, be replaced with12F. There is no evidence that the applicant ever held the MOS of 21F, but there is evidence that during the applicant's military career, he was awarded MOS 12F. However, HRC's Enlisted Conversion Chart shows that MOS 12F was converted to 12B in 1996 and 12B was subsequently converted to 21B in 2004.
2. Since the requested MOS of 12F was converted to 21B prior to the applicant's retirement date, it would be appropriate to correct his records to lists 21B (Combat Engineer Operator) as his MOS instead of 21F.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by changing 21F (Crane Operator) in item 11 of the applicant's DD Form 214 to read 21B (Combat Engineer Operator).
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to changing 21F (Crane Operator) to 12F (Track Vehicle Commander).
