THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of an airborne school completion certificate from his official military personnel file (OMPF).

2.  The applicant states, in effect, that he did not complete airborne school and the presence of this document in his OMPF could adversely affect his chance of being selected by the annual sergeants first class promotion selection board.

3.  The applicant provides an Army Training Requirements and Resources System (ATRRS) record of training and an unofficial ATRRS transcript.

CONSIDERATION OF EVIDENCE:

1.  The applicant is a Regular Army staff sergeant (SSG) who enlisted on            2 January 1996.  He completed training and was awarded military occupational specialty (MOS) 31F (Mobile Subscriber Equipment Network Switching Systems Operator – Maintainer).  He was promoted to SSG on 1 February 2006 and he currently serves with Headquarters and Headquarters Company, 3rd Combat Aviation Brigade, 3rd Infantry Division, Hunter Army Airfield, GA.

2.  His OMPF contains Permanent Orders Number 232-518, Headquarters, U.S. Army Infantry Center, dated 19 August 1996, which awarded him the Parachutist Badge and special qualification identifier "P," for successful completion of the airborne training course, effective 30 August 1996.


3.  He provides an ATRRS record of training, which shows:

* he was a "no show" for the airborne training course beginning 22 July 1996
* he reported for the airborne training course beginning 5 August 1996, but did not complete the course
* he was erroneously enrolled in the airborne training course beginning     12 August 1996, which graduated on 30 August 1996 – he did not attend this course
* no other entries pertaining to his enrollment, attendance, or completion of the airborne training course

4.  Chapter 2 of Army Regulation 600-8-104 (Military Personnel Information Management/Records) governs the composition of the OMPF and states in pertinent part that the performance section is used for filing performance, commendatory and disciplinary data.  Once placed in the OMPF, the document becomes a permanent part of that file.  The document will not be removed from or moved to another part of the OMPF unless directed by certain agencies, to include this Board.  Table 2-1 states that award orders are filed on the OMPF in the commendatory and disciplinary section of the performance fiche.

DISCUSSION AND CONCLUSIONS:

The evidence of record shows his OMPF contains Permanent Order Number 232-518, dated 19 August 1996, awarding him the Parachutist Badge upon successful completion of airborne training.  The evidence of record also shows he did not complete airborne training; therefore, he is entitled to removal of this erroneous document from his OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by revoking Permanent Order Number 232-518, dated 19 August 1996, and removing this order and the revocation document from his OMPF.
