IN THE CASE OF:
BOARD DATE:
DOCKET NUMBER: AR20110004975
THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests his primary specialty be changed from 21Z (Combat Engineer) to 21A (Engineer) on his 11 June 2007 DD Form 214 (Certificate of Release or Discharge from Active Duty).
2. He states that 21Z is not the correct military occupational specialty (MOS), [properly known as area of concentration (AOC) for commissioned officers] and it should be 21A.
3. He provides his DD Form 214 and DA Form 1059 (Service School Academic Evaluation Report).
CONSIDERATION OF EVIDENCE:
1. The applicants records show he enlisted in the United States Army Reserve on 10 August 2000. He performed a series of reenlistments and was honorably discharged on 28 September 2006 to accept an appointment as a commissioned officer. On 29 September 2006, he was appointed as a Reserve Commissioned Officer in the grade of second lieutenant.
2. On 7 January 2007, he was ordered to active duty for training (ADT).
3. His DA Form 1059 shows he successfully completed Engineer Basic Officer Leadership Course, from 2 March 2007 to 11 June 2007, at the U.S. Army Engineer School. His specialty/MOS code (MOSC) is listed as 21A.
4. His DD Form 214 lists his primary specialty and title in block 11 as "21Z Engineer." He was honorably released from ADT on 11 June 2007.
5. U.S. Army Human Resources Command, Personnel Authorizations Module (PAMXXI), shows MOS classification charts for officers and enlisted Soldiers. This module shows MOS 21A as "Engineer, General" under the officers' MOS chart. MOS 21Z is listed under the enlisted chart and identified as a "Combat Engineer" reserved for enlisted Soldiers in the grade of E8/E9.

6. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. The regulation states the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge. It is important that information entered on the form should be complete and accurate.
7. Army Regulation 635-5 states to enter, in item 11, from the officer record brief the titles of all MOS or AOC served for at least 1 year and include for each MOS/AOC the number of years and months served. For commissioned officers, also specify the AOC consisting of 2 numerical digits and 1 letter
DISCUSSION AND CONCLUSIONS:
The available evidence confirms the applicant completed Basic Officer Leadership Course at the Engineer School and was awarded Specialty/MOSC of 21A. Therefore, he is entitled to correction of his records to show his primary specialty of 21A.

Application for correction of military records (with supporting documents provided, if any). In addition, the applicant's two DD Forms 214 show that the applicant's name of record is correctly recorded on these two documents. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by correcting his 20 February 1991 DD Form 214 by: a. adding to item 11 the entry "62F1O, Lift and Load Equipment Operator, 5 Years, 9 Months//63J2O,...

The applicant requests that item 11 (Primary Specialty) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show he served in military occupational specialty (MOS) 11B (Infantryman) for 5 years and 11 months and in MOS 42L (Administrative Specialist) for 4 years and 2 months; that item 14 (Military Education) be corrected to show he completed the 11-week Infantryman Course in March 1996, the 4-week Primary Leadership Development Course (PLDC) in...

Item 4a on the applicant's DD Form 214 shows the entry "SGT" [sergeant]. Therefore, there is insufficient evidence on which to amend items 4a and 4b on his DD Form 214 to show staff sergeant/E-6. The entry in Section I on the applicant's ERB which shows he served in Kuwait from 29 October 1990 to 15 April 1991 is accepted as sufficient evidence on which to amend item 18 on his DD Form 214 to show this deployment.

The applicant requests correction of his military records to show entitlement to a $20,000 Critical Skills Retention Bonus (CSRB) in area of concentration (AOC) 21B (Engineer) (or AOC 92A (Quartermaster)). The applicant contends, in effect, that his records should be corrected to show entitlement to a $20,000 CSRB in AOC 21B or AOC 92A, or, in the alternative, waiver of his $20,000 CSRB debt. However, he states that he signed a 3-year contract as a QM officer and received a $20,000 CSRB as...

The applicant provides a memorandum, dated 4 November 2011, from the Deputy Chief of Staff, SCARNG, to the NGB, wherein he requested the applicant be granted an ETP for [receipt of the second installment] of the CSRB and stated both AOCs were entered on line 11 (of the CSRB written agreement) and the applicant had satisfied all requirements outlined in the contract. Notwithstanding his contention or the orders issued by the SCARNG showing the reason for his transfer to the 159th AV REG in...

The applicant received a $10,000.00 OAB and $12,000.00 under the SLRP. (2) If the applicant had been receiving the SLRP, she would not have been eligible for the OAB. Having already enlisted, the applicant was not eligible to receive SLRP at the time she did; therefore, the $12,000.00 should be recouped.

Block 5 of this form shows his MOS as 31B. However, the evidence shows he completed the Basic Military Police Course on 6 April 2007 which would have resulted in award of MOS 31B as at least a secondary MOS. Based upon the evidence of record, the applicant's statement, and the absence of documentation for the specific dates on which he was awarded each MOS, it would be appropriate to correct block 11 of his DD Form 214 by reversing the current entry to show he served in MOS 31B for 3 years...

The applicant requests item 11 (Primary Specialty) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected. His AARTS transcript shows he held primary MOS 88M2O from February 2005 to present [6 November 2006, his separation date] for a total of 1 year and 8 months. Therefore, item 11 of his DD Form 214 should be corrected to show he served in MOS 42A2O for 3 years and 2 months and in MOS 88M2O for 1 year and 8 months.
