THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his military records to show his correct social security number (SSN) as xxx-xx-x9x4.

2.  The applicant states the SSN on his military paperwork is incorrect. 

3.  The applicant provides copies of his social security card showing his SSN as xxx-xx-x9x4, a letter from Department of the Army Review Boards Agency Support Division, St Louis MO, dated 22 July 2010, with enclosed DD Form 215 (Correction to DD Form 215) which changes his SSN to as xxx-xx-x9x9, and his DD Form 214 (Certificate of Release or Discharge from Active Duty) showing his SSN as xxx-xx-x4x9.

CONSIDERATION OF EVIDENCE:

1.  The applicant's DD Form 4 (Enlistment or Reenlistment Agreement - Armed Forces of the United States), dated 4 February 1981, shows he enlisted in the U.S. Army Reserve (USAR) for a period of 6 years, using SSN xxx-xx-x4x9.  On 30 March 1981, he enlisted in the Regular Army (RA) using the same social security number.

2.  Social security number xxx-xx-x4x9 was used exclusively throughout his period of active duty service.


3.  The applicant was discharged on 9 December 1983.  Item 3 (Social Security Number) of the DD Form 214 he was issued at the time shows his SSN as 
xxx-xx-x4x9.

4.  The DD Form 215 issued in 2010 compounded the applicant's problem by introducing a new error. 

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record clearly shows that the applicant served in the USAR and the RA during the period 30 March 1981 to 9 December 1983, using the SSN of xxx-xx-x4x9.

2.  For historical purposes, the Army has an interest in maintaining the accuracy of its records.  The data and information contained in those records should reflect 
the conditions and circumstances that existed at the time the records were created.  In the absence of a showing of material error or injustice, there is a reluctance to recommend that those records be changed.  While it is understandable the applicant desires to now record his correct social security number in his military records, there is not normally a sufficiently compelling reason for compromising the integrity of the Army’s records at this late date.  

3.  However, in this case, and as an exception to policy, a DD Form 215 should be issued to change the applicant's SSN to xxx-xx-x9x4.  The DD Form 215 issued 28 June 2010 should be removed from his OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by
issuing a DD Form 215 showing the applicant's SSN as xxx-xx-x9x4, and voiding and removing the DD Form 215 dated 28 June 2010 from his records.
