THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of a second Army Commendation Medal and addition of the Tracked Vehicle Recovery Specialist course.

2.  The applicant states the second Army Commendation Medal and the Tracked Vehicle Recovery Specialist course were never added to his DD Form 214.

3.  The applicant provides a copy of his DD Form 214, two Army Commendation Medal certificates, and a Tracked Vehicle Recovery Specialist diploma.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military records show that he enlisted in the Regular Army on 22 March 2004.  He completed initial entry training, he was awarded military occupational specialty 63H (tracked vehicle mechanic), and he was advanced to the rank/grade of specialist (SPC)/E-4.

2.  A Tracked Vehicle Recovery Specialist diploma provided by the applicant shows he successfully completed the Tracked Vehicle Recovery Specialist course during the period 23 September to 19 October 2004 (a period of
4 weeks).

3.  The applicant’s DD Form 214 shows he was honorably released from active duty on 27 April 2008 after completing 4 years, 1 month, and 6 days of net active service this period.
4.  The Tracked Vehicle Recovery Specialist course is not listed in item 14 (Military Education) of his DD Form 214.

5.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 shows one award of the Army Commendation Medal.

6.  Permanent Order 343-251, dated 9 December 2007, awarded the applicant the Army Commendation Medal for meritorious service.

7.  Permanent Order 104-008, dated 13 April 2008, awarded the applicant a second Army Commendation Medal for meritorious service.

8.  Army Regulation 635-5 (Separation Documents) states that for military education entries in item 14 use the Enlisted Record Brief (ERB) to list formal in-service (full-time) attendance training courses successfully completed during the period of service covered by the DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  Permanent orders awarded the applicant two Army Commendation Medals.
As such, he is entitled have the Army Commendation Medal with one oak leaf cluster (one OLC) added to his DD Form 214.

2.  The Tracked Vehicle Recovery Specialist diploma shows the applicant successfully completed this resident course during the period 23 September to 19 October 2004.  As such, he is entitled to have item 14 of his DD Form 214 corrected to show, "Tracked Vehicle Recovery Specialist, 4 weeks, 2004."

3.  In view of the foregoing, the applicant is entitled to have his records corrected as shown below.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that the DD Form 214 of the individual concerned be corrected by:

	a.  amending item 13 to delete the Army Commendation Medal and to show the Army Commendation Medal with one OLC; and

	b.  adding to item 14, "Tracked Vehicle Recovery Specialist, 4 weeks, 2004."
