THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests she be authorized the Global War on Terrorism Service Medal (GWOTSM).
2. The applicant states "the GWOTSM is authorized for wear by active duty (including reserve) Soldiers activated on or after September 11, 2001, having served 30 consecutive or 60 non consecutive days."
3. The applicant provides a copy of her DD Form 214 (Certificate of Release or Discharge from Active Duty) and an extract from Army Regulation 600-8-22 (Military Awards).
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the U.S. Army Reserve (USAR) on 25 August 2007.
2. Department of Defense, Military Entrance Processing Station, Seattle, WA, Orders 7241024, dated 29 August 2007, ordered the applicant to initial active duty for training (IADT) for the purpose of attending basic and advanced individual training. She was ordered to report to the 120th Adjutant General Battalion (Reception), Fort Jackson, SC, with a reporting date of 18 January 2008.
3. The applicant reported for IADT on 17 January 2008. She successfully completed basic and advanced individual training and she was awarded military occupational specialty (MOS) 35M (HUMINT [Human Intelligence] Collector). She was subsequently released from IADT on 8 August 2008 and transferred to a USAR unit.
4. A Frequently Asked Questions (FAQ) document from the U. S. Army Human Resources Command, Military Awards Branch, contains examples to show Soldiers' eligibility for awards. The document states:
* Question: Are Reserve or Active Component Soldiers on active duty primarily for training authorized to be awarded the GWOTSM? What about Soldiers on Active Duty for Training (ADT) orders?
* Answer: Negative. Soldiers serving on active duty primarily for training in Initial Entry Training (IET) or Basic Training (BT), Advanced Individual Training (AIT), and/or for Annual Training (AT), Officer training courses, Warrant Officer training courses, and/or any training not in direct support of the GWOT operations are not authorized award of the GWOTSM.
5. Army Regulation 600-8-22 (Military Awards) states the GWOTSM is authorized for award to members of the Armed Forces of the United States who have participated in the Global War on Terrorism operations outside of the designated areas of eligibility (AOE) on or after 11 September 2001 to a future date to be determined. All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after
11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days are authorized the GWOTSM.
DISCUSSION AND CONCLUSIONS:
1. The applicant states "the GWOTSM is authorized for wear by active duty (including reserve) Soldiers activated on or after September 11, 2001, having served 30 consecutive or 60 non consecutive days."
2. Her statement is correct, in part; however, she was ordered to IADT for basic and advanced individual training, not ordered to active duty or mobilized in support of Global War on Terrorism operations. Therefore, she is not entitled to award of the GWOTSM.
