THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of the Global War on Terrorism Service Medal (GWOTSM) from her DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 23 August 2013.

2.  The applicant states:

* she was awarded the GWOTSM by mistake
* she served in Kuwait, not in Iraq or Afghanistan
* she is only authorized award of the Global War on Terrorism Expeditionary Medal (GWOTEM)

3.  The applicant provides a memorandum for record from the Commander, 445th Medical Detachment, Camp Arifjan, Kuwait, dated 31 May 2013.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the U.S. Army Reserve on 10 December 2008 for an 8-year period.

2.  The following orders issued by the 139th Medical Brigade, Independence, MO, ordered the applicant to active duty in support of Operation Enduring Freedom for a period of 400 days effective 5 October 2012:

* Orders 12-121-00007, dated 30 April 2012, with funding subject to availability
* Orders 12-296-0003, dated 22 October 2012, with specified funding

3.  Headquarters, III Corps and Fort Hood, Fort Hood, TX, Orders HO-299-0023, dated 25 October 2012, ordered the applicant's deployment in a temporary change of station status to Arifjan, Kuwait, in support of Operation Enduring Freedom for 380 days effective 26 October 2012.

4.  On 23 August 2013, the applicant was honorably released from active duty to the control of the U.S. Army Reserve.  Her DD Form 214 for the period ending 23 August 2013 shows award of the:

* Army Achievement Medal (2nd Award)
* National Defense Service Medal
* GWOTEM
* GWOTSM
* Army Service Ribbon
* Overseas Service Ribbon
* Armed Forces Reserve Medal (AFRM) with "M" Device
* Military Outstanding Volunteer Service Medal
* Driver and Mechanic Badge with Driver-W Clasp

5.  Item 18 (Remarks) of her DD Form 214 for the period ending 23 August 2013 shows service in Kuwait from 5 November 2012 through 23 July 2013.

6.  The applicant provided a memorandum for record from her commander, dated 31 May 2013, that shows her authorized awards for deployment as the:

* GWOTEM
* AFRM with "M" Device

7.  A review of the applicant's records shows she completed a 30-day consecutive period of active duty service outside her deployment to Kuwait during the period 5 October through 4 November 2012.

8.  Army Regulation 600-8-200 (Military Awards) states the GWOTSM is authorized for award to members of the Armed Forces of the United States who participated in Global War on Terrorism operations outside of the areas of eligibility designated for award of the GWOTEM, Afghanistan Campaign Medal, or Iraq Campaign Medal.

	a.  All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined, having served 30 consecutive or 60 nonconsecutive days are authorized award of the GWOTSM.  Reserve or Active Component Soldiers on active duty for training are not authorized award of the GWOTSM.

	b.  Service members may be awarded both the GWOTEM and the GWOTSM if they meet the criteria for both awards; however, the qualifying service used to establish eligibility for one award cannot be used to justify eligibility for the other award.

DISCUSSION AND CONCLUSIONS:

1.  The GWOTSM is awarded to all Soldiers who participated in Global War on Terrorism operations outside of the areas of eligibility designated for award of the GWOTEM, Afghanistan Campaign Medal, or Iraq Campaign Medal for 30 consecutive or 60 nonconsecutive days on or after 11 September 2001.  Her records show she had a qualifying period of active service from 5 October through 4 November 2012.

2.  In view of the above, she is entitled to award of the GWOTSM and her request for deletion of this award from her DD Form 214 should be denied.
