THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests the DA Form 87 (Certificate of Training) for the Systems Approach to Training Course which shows the period 28 January-1 February 2007 be removed from his official military personnel file (OMPF).

2.  The applicant states he received the certificate with the wrong year which he did not notice when he submitted it for inclusion in his OMPF.  He states the course instructor forwarded a corrected certificate the following week.  He states that he attempted to have the incorrect certificate removed and was informed that he must request this action through the Army Board for Correction of Military Records (ABCMR).

3.  The applicant provides no additional documentary evidence in support of this application.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military records show he enlisted in the Regular Army on 22 September 1991, has served continuously through reenlistments, and was promoted to sergeant first class.

2.  DA Forms 87 showing the periods 28 January-1 February 2007 and 28 January-1 February 2008 for the Systems Approach to Training Course are both currently included in the applicant's OMPF in the interactive Personnel Electronic Records Management System (iPERMS).

3.  Army Regulation 600-8-104 (Military Personnel Information Management/ Records) provides in Table 2-1 (Composition of the OMPF) that certificates of training are filed in the Commendatory and Disciplinary portion of the OMPF.  This regulation also provides that once filed such documents become a permanent part of the OMPF and may only be removed by one of several agencies, one of which is the ABCMR.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that the DA Form 87 for the Systems Approach to Training Course which shows the incorrect period of 28January-1 February 2007 should be removed from his OMPF in iPERMS.

2.  The evidence is clear that due to an administrative error the certificate of training with the incorrect course dates was erroneously issued and placed in the applicant's OMPF.

3.  In view of the above, the DA Form 87 with course dates of 28 January-1 February 2007 holds no historical value in documenting the applicant's military career.  This document only shows that by administrative error a second certificate was issued to show the correct period of the course.

4.  Therefore, it is appropriate to remove the DA Form 87 with course dates of 28 January-1 February 2007 from the applicant's OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing the DA Form 87 for the Systems Approach to Training Course which shows the period 28 January-1 February 2007 from his OMPF in iPERMS.
