THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show an additional year of foreign service and a combat surveillance course he completed.

2.  The applicant states the following:

* His advanced individual training (AIT) graduation date was in 2004.
* His AIT graduation date was incorrectly entered into his records as 2005.
* The error resulted in 1 year of active service not existing on paper which was the time he was serving in Germany.
* The information affects both his job experience information and his overseas service.
* He completed a combat surveillance course that is not shown on his DD Form 214.

3.  The applicant provides:

* Department of the Army (DA) Orders 261-00031
* A Certificate of Training (Combat Surveillance Operations Course)
* DD Form 214
* DA Orders 037-13




CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in Regular Army (RA) on 24 February 2004.  He completed training and was assigned to the United States Army Intelligence Center, Fort Huachuca, Arizona as an intelligence analyst.

2.  On 17 September 2004, DA Orders 261-00031 were published showing he was ordered to proceed on permanent change of station (PCS), to Germany, with a reporting date of 8 November 2004. 

3.  On 25 October 2007, the applicant was issued a Certificate of Training for successfully completing an 80 hour Combat Surveillance Operations Course.

4.  On 6 February 2007, DA Orders 037-13 were published ordering him to proceed on PCS to Fort Hood, Texas.

5.  There are no other orders contained in the applicant's records to verify the exact dates of his service in Germany.

6.  The applicant was honorably released from active duty on 15 June 2009 and his DD Form 214 shows:

* 2 years, 4 months, and 1 day of foreign service
* Service in Iraq from 10 January 2006 through 20 February 2007
* Service in Iraq from 8 March 2008 through 7 March 2009
* Combat Life Savers Course, 1 week in 2005
* Intelligence Analyst Training, 13 weeks in 2004

7.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, release from active service, or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states for item 12f (Foreign Service) enter the total amount of foreign service completed during the period covered by the DD Form 214.

8.  Army Regulation 635-5 also provides that for item 14 (Military Education) only formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 will be listed and that non-combat arms related courses that are 40 hours (1 week) or more in duration will be listed under military education.



DISCUSSION AND CONCLUSIONS:

1.  The applicant's contentions were considered and are not completely supported by the available evidence.

2.  His DD Form 214 shows that he completed Intelligence Analyst Training for 13 weeks, in 2004, not 2005 as he contends.

3.  His records show that he enlisted in the RA on 24 February 2004 and that he remained on active duty until he was separated on 15 June 2009.  His DD Form 214 does not show any missing active duty service.

4.  Although he submits PCS orders to Germany and Fort Hood, Texas, there are no orders or other documents in his records to verify his exact dates of service in Germany.

5.  The Combat Surveillance Operations Course was combat arms related and it was appropriately not included on his DD Form 214.
