THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show 11 years and 6 months of foreign service.

2.  He states the foreign service currently shown is an administrative error.

3.  He provides:

* DD Form 214
* various orders
* DD Form 1610 (Request and Authorization for Temporary Duty (TDY) Travel of Department of Defense (DOD) Personnel)
* Officer Record Brief 

CONSIDERATION OF EVIDENCE:

1.  He was appointed as a commissioned officer in the Regular Army on 7 June 1985. 

2.  He submits:

	a.  Orders 227-8, dated 22 November 1985, which show he was scheduled to proceed on permanent change of station from Fort Knox, KY to Germany with an unspecified reporting date.

	b.  Orders 17-8, dated 19 January 1989, which show he was scheduled to proceed on permanent change of station from overseas to Fort Knox, KY with a reporting date of 19 April 1989.

	c.  Orders 23-14, dated 1 February 1991, which show he was scheduled to proceed on permanent change of station from Fort Huachuca, AZ to Germany with a reporting date of 18 April 1991.

	d.  Orders 129-1, dated 7 July 1994, which show he was scheduled to proceed on permanent change of station from Germany to Fort Meade, MD with a reporting date of 31 December 1994 (early report authorized).

	e.  Orders 166-01, dated 15 June 1999, which show he was scheduled to proceed on permanent change of station from Fort Meade, MD to Berlin, Germany with a reporting date of 31 August 1999 (early report authorized).

	f.  Orders 102-02, dated 12 April 2001, which show he was scheduled to proceed on permanent change of station from Germany to Washington, DC with a reporting date of 15 June 2001 (early report authorized).

	g.  A DD Form 1610, dated 5 February 2004, which shows he was scheduled to proceed from Fort Meade, MD to various overseas locations effective 12 February 2004 for a period of approximately 179 days.

	h.  A DD Form 1610, dated 12 August 2004, which shows he was scheduled to proceed from Fort Meade, MD to various overseas locations effective 25 August 2004 for a period of approximately 179 days.

	i.  Orders 119-04, dated 28 April 2008, which show he was scheduled to proceed from Washington, DC to Korea effective 10 August 2008 (early report authorized).

	j.  Orders Number 146-01, dated 26 May 2010 which shows he was scheduled to proceed from Korea to Fort Meade, MD with a reporting date of 14 July 2010.

3.  He retired on 31 October 2010 in the rank of colonel after completing more that 25 years of active service.  His DD Form 214 shows 6 years, 2 months, and 3 days of foreign service.

4.  Item 18 (Remarks) shows he served in Iraq during the periods 12 March 2004-12 August 2004 and 12 September 2004-16 February 2005.
 
5.  His Officer Record Brief shows the following assignments which were located overseas and the periods of those assignments:

6.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army.  It states to enter in block 12f the total amount of foreign service completed during the period covered in block 12c (Net Active Service This Period).

DISCUSSION AND CONCLUSIONS:

1.  The applicant's request to document additional foreign service on his DD Form 214 has been carefully considered and found to have merit.   

2.  Based on orders he submits, the Iraq service shown on his DD Form 214, and his Officer Record Brief it appears his approximate foreign service was as shown below, minus any leave en route, permissive TDY, etc., not accounted for:

3.  Though it is not possible to determine with certainty the exact amount of foreign service the applicant should be credited with, it appears the 11 years and 6 months he is requesting is approximately correct.  As a result, it would be appropriate to amend item 12f of his DD Form 214 to show this amount.
