IN THE CASE OF:
BOARD DATE: 21 APRIL 2009
DOCKET NUMBER: AR20090000076
THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show completion of two additional training courses.
2. The applicant states he did not have the proper documentation at the time his DD Form 214 was completed.
3. The applicant provides copies of two certificates of training showing completion of the IVMMD [Interim Vehicle Mounted Mine Detector] Landmine-IED [Improvised Explosive Device] Detective System New Equipment Operators Course and the Counter-IED Operations Course in support of his request.
CONSIDERATION OF EVIDENCE:
1. The applicant's records show he enlisted in the U.S. Army Reserve (USAR) on 18 December 2004. He subsequently entered active duty for training (ADT), completed basic combat and advanced individual training, and was awarded military occupational specialty 21B (Combat Engineer). He was honorably released from ADT to the control of his USAR unit on 10 August 2005.
2. On 8 July 2007, the applicant was ordered to active duty in support of Operation Iraqi Freedom. He subsequently served in Iraq from 19 September 2007 to 23 June 2008. He was honorably released from active duty on 10 July 2008.
3. Item 14 (Military Education) of the DD Form 214 he was issued shows he completed the Combatives Trainer Course in 2007.
4. The applicant submitted copies of two certificates of training as follows:
a. completion of the one-week IVMMD Landmine-IED Detective System New Equipment Training Operators Course from 20 October 2007 to 25 October 2007; and
b. completion of the one-week Task Force Iron Claw Academy for Counter-IED Operations from 16 February 2008 to 1 March 2008 (although the period from 16 February 2008 to 1 March 2008 is longer than one week, the certificate only lists 40 hours of training).
5. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The regulation directs, in pertinent part, that the purpose of the separation document is to provide the individual with documentary evidence of his or her military service. It is important that information entered on the form should be complete and accurate. Chapter 2 of Army Regulation 635-5 contains guidance on the preparation of the DD Form 214. It states, in pertinent part, that item 14 shows the Soldiers military education from his/her records by listing formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214. This item includes title, length in weeks, and year completed.
DISCUSSION AND CONCLUSIONS:
The evidence of record shows that the applicant completed the one-week IVMMD Landmine-IED Detective System New Equipment Training Operators Course from 20 October 2007 to 25 October 2007 and the one-week Counter-IED Operations Course from 16 February 2008 to 1 March 2008 which are not listed on his DD Form 214; therefore, he is entitled to correction of his DD Form 214 to show these training courses.
