THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that the 4 June 2003 orders for her first award of the Good Conduct Medal and the 4 December 2008 revocation orders for this award be removed from her Official Military Personnel File (OMPF). She also requests that the Central Carolina Community College transcript issued on 17 April 1996 that does not show her last semester (Spring semester 1996) be removed from her OMPF.
2. The applicant states, in effect, that she received her first award of the Good Conduct Medal on 18 November 2002 (Permanent Orders 320-006). She indicates that the unit information on Permanent Orders 155-056, dated 4 June 2003, is incorrect. She also states that the college transcript issued on 17 April 1996 is incomplete and does not show her last semester at the Central Carolina Community College.
3. The applicant provides Permanent Orders 320-006, dated 18 November 2002; Permanent Orders 155-056, dated 4 June 2003; Permanent Orders 339-01, dated 4 December 2008; and copies of Central Carolina Community College transcripts issued on 17 April 1996 and 11 October 2002.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 3 February 1999 and is currently serving on active duty in the rank of staff sergeant.
2. Headquarters, 101st Airborne Division (Air Assault) and Fort Campbell, Permanent Orders Number 320-006, dated 18 November 2002, shows the applicant was awarded the first award of the Good Conduct Medal for the period 3 February 1999 through 2 February 2002.
3. Headquarters, 101st Airborne Division (Air Assault) and Fort Campbell, Permanent Orders Number 155-056, dated 4 June 2003, shows the applicant was awarded the first award of the Good Conduct Medal for the period
2 February 1999 through 1 February 2002.
4. Headquarters, 71st Transportation Battalion, Permanent Orders Number
339-01, dated 4 December 2008, revoked Headquarters, 101st Airborne Division (Air Assault) and Fort Campbell, Permanent Orders Number 155-056, dated
4 June 2003.
5. The applicant provided a copy of a Central Carolina Community College transcript issued on 17 April 1996 which shows her last semester was the Winter semester in December 1995. Her cumulative credits totaled 101.5.
6. The applicant provided a copy of a Central Carolina Community College transcript issued on 11 October 2002 which shows her last semester was the Spring semester in March 1996 and that she was awarded an Associate in Applied Science degree in Criminal Justice/Protective Services on 24 May 1996.
7. A review of the applicants OMPF on the interactive Personnel Electronic Records Management System (iPERMS) revealed a copy of the 4 June 2003 Good Conduct Medal orders and the transcript issued on 17 April 1996. The revocation orders are not yet filed on her OMPF.
8. Army Regulation 600-8-104 (Military Personnel Information Management/ Records) provides policies, operating tasks, and steps governing the OMPF. Table 2-1 of this Army regulation shows that award orders and transcripts of credit from civilian colleges are filed in the performance section of the OMPF.
DISCUSSION AND CONCLUSIONS:
1. The regulatory guidance is to file award orders and college transcripts in the performance section of the OMPF.
2. However, there is a viable reason for removing Headquarters, 101st Airborne Division (Air Assault) and Fort Campbell, Permanent Orders Number 155-056, dated 4 June 2003, and removing Headquarters, 71st Transportation Battalion, Permanent Orders Number 339-01, dated 4 December 2008, from the applicants OMPF (or ensuring that the latter orders are not filed in her OMPF). These two orders offer no relevant information regarding the applicants service, conduct, or duty performance. Moreover, removing them would eliminate the potential for confusion to officials authorized to review the performance section of the applicants OMPF.
3. The evidence of record supports the applicant's contention that the transcript issued on 17 April 1996 is incomplete and does not show her last semester at the Central Carolina Community College. However, it is properly filed in accordance with the regulation and there is no viable reason for removing the document from her OMPF. The transcripts (as would a series of ever-changing college transcripts) show the applicant's history of bettering her civilian education.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing Headquarters, 101st Airborne Division (Air Assault) and Fort Campbell, Permanent Orders Number 155-056, dated 4 June 2003, and removing Headquarters, 71st Transportation Battalion, Permanent Orders Number 339-01, dated 4 December 2008, from her OMPF (or ensuring that the latter orders are not filed in her OMPF).
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends
denial of so much of the application that pertains to removing the Central Carolina Community College transcript issued on 17 April 1996 from her OMPF.
