THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) dated 24 September 2008 be corrected to reflect in blocks 12d and 12e all of his prior active and inactive service and his completion of the Basic Officer Leadership Course (Phase II) (BOLC II).

2.  The applicant states, in effect, that his DD Form 214 dated 24 September 2008 does not reflect his prior active and inactive service and his completion of the BOLC II.

3.  The applicant provides a copy of his DD Form 214 and copies of orders sending him to the BOLC II and the Military Intelligence Basic Officer Leadership Course (Phase III).

CONSIDERATION OF EVIDENCE:

1.  The applicant was commissioned as a United States Army Reserve (USAR) second lieutenant on 12 January 2007 and on 5 February 2007, he accepted an appointment in the Virginia Army National Guard (VAARNG) as a second lieutenant.

2.  The applicant was ordered to active duty on 6 April 2008 for a period of 47 days to attend the BOLC II at Fort Sill, Oklahoma.  He completed the course on or about 22 May 2008.


3.  He was again ordered to active duty on 23 May 2008 to attend the Military Intelligence Officer Basic Leadership Course (Phase III) at Fort Huachuca, Arizona for a period of 125 days.

4.  On 24 September 2008, he was honorably released from active duty training (REFRADT) and his DD Form 214 issued at the time of his REFRADT reflects that he had served 4 months and 2 days of active service during the period of 23 May 2008 to 24 September 2008.   His DD Form 214 indicates in Remarks (block 18) that a DD Form 215 would be issued to provide missing information.  Blocks 12d and 12e refer to block 18.

5.  The applicant served 1 year, 2 months and 25 days of inactive service between the time that he was commissioned as a USAR second lieutenant and the time he was ordered to active duty for training at the BOLC II.  He served 1 month and 17 days of active duty service in attending that training that was also not reflected on his DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  The applicant served 1 year, 2 months and 25 days of inactive service prior to being ordered to active duty for training.  Accordingly, that information should be included in block 12e of his DD Form 214.

2.  The applicant also completed 47 days of active duty for training when he attended and completed the 7-week BOLC II at Fort Sill, Oklahoma in 2008.  Accordingly, his DD Form 214 should be corrected to reflect 1 month and 17 days of prior active service in block 12d. 

3.  Additionally, his DD Form 214 should also be corrected to reflect in block 14, under military education, his completion of the 7 week BOLC II in 2008.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing in block 12d. of his DD Form 214 dated 24 September 2008, that he had 1 month and 17 days of prior active service, that he had 1 year, 2 months and 25 days of inactive service (block 12e) and that he completed the 7-week BOLC II in 2008 (block 14).
