THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that items 11 (Primary Specialty) and 12b (Separation Date This Period) on his DD Form 214 (Certificate of Release or Discharge from Active Duty) be amended.

2.  The applicant states, in effect, that his primary military occupational specialty (MOS) was 13B3O (cannon crewmember) for approximately 11 years (1986 to 1997), that his primary MOS was 42L4O (administrative specialist) for approximately 9 years (1997 to 2006), and that he served 20 years and 1 month of active service.  He also contends that he worked 6 weeks as a Federal civilian employee.

3.  The applicant provides an Enlisted Record Brief (ERB), an Army/A.C.E. (Army Continuing Education) Registry Transcript System personal web transcript, and a copy of his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 22 October 1986.  He remained on active duty through continuous reenlistments.

2.  The applicant provided an Army/A.C.E. Registry Transcript System personal web transcript which shows he held primary MOS 13B3O from October 1986 to December 1996.

3.  The applicant's ERB shows he attended training for MOS 71L (administrative specialist) on 31 July 1997.  This record shows his duty MOS was 71L from 26 October 1997 until it was later converted to MOS 42L.

4.  Orders, dated 13 November 2002, show the applicant was promoted to sergeant first class in primary MOS 71L4O effective 1 December 2002.

5.  On 31 October 2006, the applicant retired in the rank of sergeant first class.

6.  Item 11 on the applicant's DD Form 214 shows the entry, "42L4O ADMIN SP - 19 YRS 8 MOS//NOTHING FOLLOWS."  Item 12b on his DD Form 214 shows he completed 20 years and 9 days of total active service.

7.  There is no evidence of record which shows the applicant served on active duty after 31 October 2006.

DISCUSSION AND CONCLUSIONS:

1.  The Army/A.C.E. Registry Transcript System personal web transcript provided by the applicant combined with the entry on his ERB which shows his duty MOS was 13B until he completed training for MOS 71L on 26 October 1997 are accepted as sufficient evidence on which to amend item 11 of his DD Form 214 to show he served in MOS 13B3O for 11 years.

2.  It appears the applicant was awarded primary MOS 71L which was later converted to MOS 42L upon completion of training on 26 October 1997.  Therefore, item 11 of his DD Form 214 should be corrected to show he served in MOS 42L4O for 9 years.

3.  The applicant's contention that he served 20 years and 1 month was noted.  However, there is no evidence of record, and the applicant has provided no evidence, to support this contention.  Therefore, there is no basis for granting the applicant's request to amend item 12b on his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting the entry in item 11 of his DD Form 214; and 

	b.  adding the entry, "13B3O CANNON CREWMEMBER - 11 YRS//42L4O ADMINISTRATIVE SPECIALIST - 9 YRS//NOTHING FOLLOWS" in item 11 of his DD Form 214.

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to amending item 12b on his DD Form 214.
