THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that her separation document (DD Form 214) of 16 April 2008, be corrected to show her total active duty (AD) service.

2.  The applicant states, in effect, that her separation document does not account for her 4 months and 7 days of AD service completed while serving as a Gold Bar Recruiter (GBR).

3.  The applicant provides three Army Human Resources Command (AHRC), Alexandria, Virginia, Orders Number A-06-713697, dated 11 June 2007; Order Number A713697A01, dated 13 June 2007; Order Number A-06-713697A02, dated 25 September 2007; and her 14 April 2008 DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant’s military record show she initially enlisted in the Pennsylvania Army National Guard (PAARNG) on 9 July 2004, for an 8 year period.  On 29 October 2004, she entered active duty for training (ADT).  Upon completion of her initial training she was awarded military occupational specialty (MOS) 92A (Automated Logistical Specialist).

2.  On 19 April 2005, she was released from active duty (REFRAD) and transferred to her PAARNG unit.  The DD Form 214 issued her at that time shows she completed 5 months and 21 days of active military service.

3.  On 11 May 2007, the applicant was honorably discharged from the PAARNG for the purpose of accepting an appointment in the United States Army Reserve (USAR). The National Guard Bureau Report of Separation and Record of Service (NGB Form 22) issued at that time shows she completed 2 years, 10 months, and 3 days of service for the period covered from 9 July 2004 – 11 May 2007.

4.  On 12 May 2007, the applicant was appointed as a Reserve commissioned officer in the Military Intelligence Corps in the rank of second lieutenant (2LT).  

5.  On 11 June 2007, AHRC issued Orders Number A-06-713697, which ordered the applicant to active duty for 3 months and 13 days during the period 12 June – 30 September 2007.  These orders contain the entry “Active Duty for Operational Support (ADOS) Gold Bar Recruiting.” 

6.  The AHRC amended Orders Number A-06-713697, dated 11 June 2007 twice.  The first amendment changed, in pertinent part, the applicant’s report date to active duty from 12 to 18 June 2007, and the period of active duty (PAD) from 3 months 19 days to 3 months and 13 days in Order Number A-06-713697A01, dated 13 June 2007.  The second amendment changed the applicant’s PAD from 3 months and 13 days to 4 months and 7 days and her ending date on AD from 30 September to 24 October 2007, in Order Number A-06-713697A02, dated 
25 September 2007.

7.  The applicant’s Official Military Personnel File (OMPF) contains an Officer Evaluation Report (OER) which rated her in the principle duty title of “Gold Bar Recruiter” for the period 18 June - 24 October 2007.  It also contains an Army Achievement Medal Certificate awarded to her for outstanding performance as a Gold Bar Recruiter during the period 18 June - 24 October 2007.

8.  The OMPF does not include a DD Form 214 to document the applicant’s active duty service for the period 18 June - 24 October 2007.

9.  On 28 October 2007, the applicant was ordered to active duty.  She continuously served until being honorably discharged on 16 April 2008, having completed 5 months and 19 days of active service for that period.  The DD Form 214 issued at that time shows she completed 5 months and 21 days of prior active service in Item 12d (Total Prior Active Service).


10.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents that are prepared for individuals upon retirement, discharge, or release from active military service or control of the Army.  It also establishes standardized policy for preparing and distributing the DD Form 214.  Chapter 2 contains item-by-item instructions for completing the DD Form 214.  The instructions for Item12d states to enter the total amount of prior active military service less loss time, if any from the previously issued DD Forms 214.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s claim that her record should be corrected to include the 4 months and 7 days of active service she completed while serving as a Gold Bar Recruiter has been carefully considered.  There is sufficient evidence to support this claim.

2.  The evidence of record shows the applicant performed 5 months and 21 days of AD service upon completion of her ADT as indicated on her 19 April 2005 
DD Form 214.  She completed an additional 4 months and 7 days of AD service as evidenced in three official AHRC Orders which collectively show she was ordered to AD for the period 18 June to 24 October 2007, and the OER and AAM she received for this same period confirms her completion of this service.  Therefore Item 12d of the applicant’s final DD Form 214 issued on 16 April 2008, subsequent to her 4 months and 7 days of service on AD as a Gold Bar Recruiter, should be corrected to reflect the entry “0000 09 28” vice “0000 05 21” at this time.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending Item 12d of her 16 April 2008 DD Form 214 by deleting the current entry and replacing it with the entry “00 09 28"; and by providing her a correction to her separation document that includes this change.
