      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that he be awarded a $1,000.00
senior ship bonus (SSB).

2.  The applicant states, in effect, that his personnel management officer
stated that he is not entitled to the SSB.

3.  The applicant provides in support of his application, a copy of his
Enlistment/
Reenlistment Document (DD Form 4/1 to 4/2, a copy of his Statement for
Enlistment (DA Form 3286), and a copy of his Enlisted Record Brief.

CONSIDERATION OF EVIDENCE:

1.  On 31 March 2006, the applicant enlisted in the United States Army
Reserve (USAR), under the Delayed Entry Program (DEP), for 8 years, in the
pay grade of E-1.  On 8 August 2006, the applicant enlisted in the Regular
Army (RA) for 1 year and 41 weeks, in the pay grade of E-2.

2.  The Associated Options portion of the DA Form 3286 that the applicant
signed at the time of his enlistment indicates that in connection with this
enlistment into the RA, he acknowledged and understood that he was
receiving a $1,000.00 SSB and that to remain eligible for the bonus, he
must graduate from high school and ship to active duty prior to 1 October
2006.

3.  During the processing of this case a staff advisory opinion was
received from the Chief, Incentives and Budget Branch, Enlisted Accession
Division, Office of the Deputy Chief of Staff, who opined that the
applicant enlisted in the Army DEP on 31 March 2006 and that he was a high
school senior at the time.  The Chief, Incentives and Budget Branch,
Enlisted Accession Division further opined that the applicant's DA Form
3286 shows eligibility for a $1,000.00 enlistment SSB and that this bonus
was authorized to all 2006 high school graduates who left for active duty
prior to 30 September 2006.  The Chief, Incentives and Budget Branch,
Enlisted Accession Division stated that Headquarters Department of the Army
message, paragraph 5B, dated 1 June 2006, authorized the bonus effective 10
May 2006 and he recommended that the Board grant relief in the applicant's
case.

5.  On 25 June 2007, a copy of the advisory opinion was forwarded to the
applicant for his information and/or possible rebuttal.  On 13 July 2007,
the applicant concurred with the advisory opinion that was rendered in his
case.

DISCUSSION AND CONCLUSIONS:

1.  The question in his case is whether or not the applicant is entitled to
the $1,000.00 enlistment SSB.  Evidence of record shows that the applicant
met all the requirements for entitlement to the SSB in question.

2.  His DA Form 3286 clearly shows that he is entitled to the SSB as he
graduated from high school and he shipped to active duty prior to 1 October
2006.

3.  In accordance with the advisory opinion that was received from the
Chief, Incentives and Budget Branch, Enlisted Accession Division all 2006
high school graduates who left for active duty prior to 30 September 2006
are entitled to the SSB.  Therefore, it would be appropriate to award the
applicant the SSB to which he is entitled.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
awarding him an enlistment SSB in the amount of $1,000.00.
