THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of item 15c (Enlisted Under Loan Repayment Program (LRP)) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show an "X" in the NO block.
2. The applicant states:
* item 15c of his DD Form 214 indicates he received payment under the Student Loan Repayment Program (SLRP), but this is not the case
* according to his DA Form 3286 (Statement for Enlistment, U.S. Army Enlistment Program), dated 27 May 2009, the SLRP was never a consideration of his enlistment contract, nor were there any loans for the government to pay
* he received a small enlistment bonus and paid into the Montgomery GI Bill
3. The applicant provides a copy of his DA Form 3286.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 27 May 2009 for a period of 3 years and 30 weeks.
2. His DA Form 3286 shows he enlisted for an enlistment bonus and the Army College Fund option.
3. He served as an intelligence analyst in Iraq from 2 February to 18 December 2010. On 22 December 2012, he was honorably released from active duty.
4. Item 15c of his DD Form 214 show an "X" in the YES block.
5. There is no evidence of record which shows he enlisted under the LRP.
6. In the processing of this case, a staff advisory opinion was obtained from the Incentives and Budge Branch, Enlisted Accessions Division, Office of the Deputy Chief of Staff, G-1, Headquarters, Department of the Army. The G-1 recommends granting the applicant relief and correcting item 15c of his DD Form 214 to show he did not have the SLRP option based on:
a. a review of the applicant's enlistment documents (DA Form 3286) reveals he received the following incentives upon enlistment:
* $4,000.00 high school graduate bonus for having 60 or more semester hours of college credit
* Army College Fund
b. the applicant did not elect the SLRP option.
7. A copy of the advisory opinion was forwarded to the applicant for information and to allow him the opportunity to submit comments or a rebuttal. He did not respond.
DISCUSSION AND CONCLUSIONS:
The evidence of record supports the applicant's contention that he did not enlist under the LRP. His DA Form 3286 shows he enlisted for an enlistment bonus and the Army College Fund, not the LRP. Therefore, it would be appropriate to correct item 15c of his DD Form 214 to show he did not enlist under the LRP.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting the "X" in the YES block of item 15c of his DD Form 214 and replacing an "X" in the NO block.
