                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 7 August 2007
      DOCKET NUMBER: AR20070008823

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Ms. Catherine C. Mitrano | |Director |
| |Mrs. Nancy L. Amos | |Analyst |

The following members, a quorum, were present:

| |Ms. Linda D. Simmons | |Chairperson |
| |Ms. Ernestine I. Fields | |Member |
| |Mr. Randolph J. Fleming | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests that the Army Reserve Components Overseas
Training Ribbon be added to his DD Form 214 (Certificate of Release or
Discharge from Active Duty) for the period ending 13 April 2005.

2. The applicant makes no additional statement.

3. The applicant provides a copy of his DD Form 214 for the period ending
     13 April 2005; and a memorandum, dated 5 February 2002, from the 436th
Movement Control Battalion.

CONSIDERATION OF EVIDENCE:

1. The applicant served in Operation Iraqi Freedom.

2. The applicant enlisted in the U. S. Army Reserve on 22 October 1994.

3. In a memorandum dated 5 February 2002, the applicant was awarded the
Army Reserve Components Overseas Training Ribbon for having participated in
Yama Sakura XLI in Japan during the period 16 January through 1 February
2002.

4. The applicant was ordered to active duty and entered active duty on
12 August 2004. On 13 April 2005, he was honorably discharged by
reason of disability. His DD Form 214 for the period ending 13 April 2005
does not list the Army Reserve Components Overseas Training Ribbon.

5. Army Regulation 600-8-22 (Military Awards) provides for award of the
Army Reserve Components Overseas Training Ribbon to members of the Reserve
Components for successful completion of annual training or active duty for
training for a period not less than 10 consecutive duty dates on foreign
soil.

DISCUSSION AND CONCLUSIONS:

The applicant provided evidence to show he was awarded the Army Reserve
Components Overseas Training Ribbon in February 2002. This award should be
added to his DD Form 214 for the period ending 13 April 2005.

Army Regulation 600-8-22 (Military Awards) states individuals authorized the Iraq Campaign Medal must have served in direct support of Operation IRAQI FREEDOM (OIF). Army Regulation 600-8-22 states the Overseas Service Ribbon was established by the Secretary of the Army on 10 April 1981. However, there is insufficient evidence to show that the error is in his DD Form 214 and not in his Army Good Conduct Medal orders or his Iraq Campaign Medal memorandum.

Item 13 of his DD Form 214 for the period ending on 25 December 2005 shows all his authorized awards except the KDSM and OSR (2d Award). Item 14 of the applicant's DD Form 214 for the period ending 31 May 1997 shows the applicant already received credit for all his military training for that period; therefore it is correctly recorded. Therefore, Item 12f of the DD Form 214 is correctly recorded.
