The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, correction of her DD Form 214
(Certificate of Release or Discharge from Active Duty) for the period
ending 16 November 2005 to show three awards of the Army Reserve Components
Overseas Training Ribbon and four awards of the Army Reserve Components
Achievement Medal. She also requests that item 12f (Foreign Service) on
this DD Form 214 be corrected to show she completed 1 year, 9 months, and 9
days of foreign service.
2. The applicant states, in effect, she served three different periods of
Army Reserve overseas training in the last nine years of her North Carolina
Guard service. She also states she received her fourth award of the Army
Reserve Component Achievement Medal and she served 1 year, 9 months, and 9
days of foreign service.
3. The applicant provides orders for three overseas annual training
periods; a copy of her DD Form 214 for the period ending 31 August 1992; a
memorandum, dated 12 August 2005; a DD Form 215 (Correction to DD Form
214), dated
24 March 1995; and a copy of her DD Form 214 for the period ending
16 November 2005.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted on 21 August 1984. She served as an
administrative specialist and remained on active duty through continuous
reenlistments until she was honorably discharged on 31 August 1992. She
enlisted in the U.S. Army Reserve.
2. Item 12f on the applicant’s DD Form 214 for the period ending 31 August
1992 shows she completed 1 year, 9 months, and 9 days of foreign service.
3. The applicant enlisted in the North Carolina Army National Guard on
11 August 1993 for a period of 6 years.
4. Orders show the applicant was ordered to active duty for training in
Italy during the period 17 August 1996 to 31 August 1996.
5. The applicant extended her enlistment on 7 August 1999 for a period of
6 years.
6. A memorandum, dated 2 December 2000, for the Office of The Adjutant
General, Raleigh, North Carolina states the applicant was authorized the
second award of the Army Reserve Components Achievement Medal on 11 August
1999.
7. Orders show the applicant was ordered to annual training for the
periods
21 April 2001 to 12 May 2001 and 29 January 2005 to 19 February 2005 in
Germany.
8. The applicant was ordered to active duty on 23 May 2005 in support of
Operation Enduring Freedom and was released from active duty on
16 November 2005.
9. The applicant’s DD Form 214 for the period ending 16 November 2005
shows the Meritorious Service Medal, the Joint Service Commendation Medal,
the Army Commendation Medal (2d Award), the Joint Service Achievement
Medal, the Army Achievement Medal (2d Award), the Army Good Conduct Medal
(2d Award), the Army Reserve Components Achievement Medal (2d Award), the
National Defense Service Medal (2d Award), the Noncommissioned Officer
Professional Development Ribbon (3d Award), the Army Service Ribbon, the
Overseas Service Ribbon, the Armed Forces Reserve Medal with “M” Device,
the Driver and Mechanic Badge, and the Global War on Terrorism Service
Medal as authorized awards.
10. A memorandum, dated 12 August 2005, for the Office of The Adjutant
General, Raleigh, North Carolina states the applicant was authorized the
fourth award of the Army Reserve Components Achievement Medal on 11 August
2005.
11. Army Regulation 600-8-22 (Military Awards), in pertinent part,
provides for award of the Army Reserve Components Overseas Training Ribbon.
It is awarded to members of the Reserve Components of the Army (Army
National Guard and U.S. Army Reserve), for successful completion of annual
training or active duty for training for a period of not less than 10
consecutive duty days on foreign soil. Numerals will be used to denote
second and subsequent awards of the Army Reserve Components Overseas
Training Ribbon.
12. Army Regulation 600-8-22 provides, in pertinent part, that the Army
Reserve Components Achievement Medal is authorized for award to Army
personnel including Active Guard Reserve officers in the rank of colonel
and below for exemplary behavior, efficiency, and fidelity while serving as
a member of an Army National Guard or Army Reserve troop program unit or as
an individual mobilization augmentee. Since 3 March 1972 the medal has
been authorized on completion of 4 years service with a Reserve Component
unit. Individual must have completed 4 years of qualifying service on or
after 3 March 1972 and before the effective date of this regulation (28
March 1995). Beginning on the effective date of this regulation, the
period of qualifying service for award of the Army Reserve Components
Achievement Medal is reduced from 4 to 3 years. This change is not
retroactive. Such years of qualifying service must have been consecutive.
A period of more than 24 hours between Reserve enlistments or officer’s
service will be considered a break in service. Credit toward earning the
award must begin anew after a break in service. The bronze oak leaf
cluster is awarded to denote the second and succeeding awards of a certain
decorations, among which is the Army Reserve Components Achievement Medal.
13. Army Regulation 635-5 establishes the standardized policy for
preparing and distributing the DD Form 214. Paragraph 2-4 of this
regulation indicates that item 12f of the DD Form 214 would show the total
amount of foreign service completed during the period covered in block 12c
(Net Active Service This Period).
DISCUSSION AND CONCLUSIONS:
1. The orders provided by the applicant which show she was ordered to
active duty for training in Italy and two periods of annual training in
Germany are accepted as sufficient evidence on which to amend her DD Form
214 for the period ending 16 November 2005 to show three awards of the Army
Reserve Components Overseas Training Ribbon. Therefore, this DD Form 214
should be corrected to show the Army Reserve Components Overseas Training
Ribbon with Numeral “3.”
2. The memorandum provided by the applicant which shows she was authorized
the fourth award of the Army Reserve Component Achievement Medal is
accepted as sufficient evidence on which to amend her DD Form 214 for the
period ending 16 November 2005 to show award of the Army Reserve Component
Achievement Medal with Third Oak Leaf Cluster.
3. Since item 12f on the applicant’s DD Form 214 for the period ending
31 August 1992 properly reflects the foreign service (1 year, 9 months, and
9 days) she completed during the period of service covered by that DD Form
214, and in accordance with the governing regulation, there is no basis for
granting the applicant’s request to show this foreign service on her DD
Form 214 for the period ending 16 November 2005.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by amending her DD Form 214 for the period ending 16
November 2005 to show that she was awarded the Army Reserve Component
Overseas Training Ribbon with Numeral “3” and the Army Reserve Component
Achievement Medal with Third Oak Leaf Cluster.
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
amending her DD Form 214 for the period ending 16 November 2005 to show any
foreign service.
