      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that a record of her receiving a
certificate of achievement; a record of her being selected as the
distinguished honor graduate of the Human Resources Specialist Course, and
a record of the certificate she received when she was awarded the Adjutant
General's Corps Regimental Association Medal of Excellence, on her
graduation from the Human Resources Specialist Course, ending 10 November
2005, be added to Item 13, of her DD Form 214, Certificate of Release or
Discharge from Active Duty.

2.  The applicant states, in effect, the DD Form 214 was generated before
her graduation from AIT (advanced individual training) and the
awards/citations were not properly documented.

3.  The applicant provided a copy of certificates and a copy of the diploma
she received in support of her request.

CONSIDERATION OF EVIDENCE:

1.  The applicant’s record shows she enlisted in the United States Army
Reserve (USAR) on 16 August 2004.  She was ordered to active duty on 28
June 2005 and completed her required active duty service at Fort Jackson,
South Carolina, on 11 November 2005.  After completing all required
training, she was awarded the military occupational specialty (MOS), 42A,
(Human Resources Specialist).

2.  The applicant’s record shows she was released from active duty
training and was returned to her USAR troop program unit at the
completion of her required active service on 11 November 2005.  On the
date of her release from active duty training she had completed 4 months
and 14 days active duty service, with no time lost.  The applicant's
service while on active duty for training was characterized as,
"uncharacterized."

3.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons
Awarded or Authorized), of the DD Form 214 she was issued on her release
from active duty training, shows she was awarded the Army Service Ribbon.
No other entries were made.

4.  The applicant was awarded a diploma designating her as the
"Distinguished Honor Graduate," on completion of the Human Resources
Specialist Course on 10 November 2005.

5.  The applicant was awarded a Certificate of Achievement by the
Commander, 369th Adjutant General Battalion, on 10 November 2005, for
demonstrating excellent Soldier skills, academic excellence, physical
fitness, and initiative, throughout her training, which earned her the
title, "Honor Graduate."

6.  The applicant was awarded a certificate from the Adjutant General's
Corps Regimental Association, on 10 November 2005, indicating she was the
recipient of the Medal of Excellence for demonstrating excellence in
academics, physical fitness, and leadership, while attending the Human
Resources Specialist Course.

7.  AR 635-5 prescribes policies and procedures regarding separation
documents. Paragraph 2-4 provides specific guidance for the completion of
the DD Form 214.  Paragraph 2-4.h (13) provides that awards and
decorations, for all periods of service, in the priority sequence
specified in AR 600-8-22, will be entered on DD Form 214.  Each entry
will be verified by the Soldier's record and abbreviations will not be
used.

8.  Commemorative medals, honorary awards made by pseudo-military
organizations, regimental associations, and other groups, to include
reunion groups, are not recognized as part of the Army's Awards Program
and are not governed by AR 600-8-22.  Since they are not governed by the
applicable regulation, these awards will not be shown on a Soldier's DD
Form 214.

DISCUSSION AND CONCLUSIONS:

1.  The applicant enlisted in the USAR on 16 August 2004.  She was ordered
to active duty on 28 June 2005 and completed her required active duty
training service on 11 November 2005.

2.  On completion of her training, the applicant was awarded a diploma
designating her as the "Distinguished Honor Graduate"; a Certificate of
Achievement, by the Commander, 369th Adjutant General Battalion; and a
certificate indicating she was the recipient of the Medal of Excellence
from the Adjutant General's Corps Regimental Association.

3.  The governing regulation, AR 635-5, provides that awards and
decorations for all periods of service, in the priority sequence specified
in AR 600-8-22, will be recorded on the DD Form 214.  This regulation makes
no provision for making an entry on the DD Form 214 to reflect that a
Soldier has been awarded a certificate of achievement, a letter of
appreciation, or a letter of commendation.

4.  The Medal of Excellence awarded the applicant by the Adjutant
General's Corps Regimental Association is an unofficial award which was
presented to the applicant on her graduation from the Human Resources
Specialist Course.  There are no provisions in the applicable regulation
for its entry on the DD Form 214.  Awards made by pseudo-military
organizations, regimental associations, and other groups to recognize
excellence in academics, physical fitness, and leadership are not
recognized as part of the Army's Awards Program and therefore, this award
is not authorized for addition to her DD Form 214.  The applicant is
therefore not entitled to have this unofficial award added to her DD Form
214.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.
