RECORD OF PROCEEDINGS
IN THE CASE OF:
BOARD DATE: 26 SEPTEMBER 2006
DOCKET NUMBER: AR20060004286
I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.
| |Mr. Carl W. S. Chun | |Director |
| |Ms. Deyon D. Battle | |Analyst |
The following members, a quorum, were present:
| |Ms. Marla Troup | |Chairperson |
| |Mr. Chester Damian | |Member |
| |Mr. Edward Montgomery | |Member |
The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his Certificate of Release or Discharge (DD
Form 214) be corrected to include that he served in a pershing missile
crewmember (15E10) military occupational specialty (MOS).
2. The applicant states that he enlisted in the United States Army under a
15E10 enlistment training option and it is not reflected on his DD Form
214.
3. The applicant provides in support of his application, a copy of
amendment orders dated 2 April 1985, that show he was awarded a 15E10 MOS.
CONSIDERATION OF EVIDENCE:
1. On 19 November 1984, he enlisted in the United States Army Reserve, for
8 years, in the pay grade of E-1. He enlisted in the Regular Army on
28 December 1984, and his enlistment contract shows a Training Enlistment
Program Option of 15E10 and he was assured of attending a school course for
MOS 15E10.
2. Orders were published on 12 March 1985, awarding the applicant a 15E10
Primary MOS (PMOS). Amendment orders were published on 2 April 1985,
awarding him a 15E10Y1 PMOS.
3. The applicant's records show that he reenlisted in the Army for 3 years
on 29 June 1987, and at that time, he was assigned in a 15E10 PMOS.
However, he was reenlisting under a quartermaster and chemical equipment
repairer (63J) training reenlistment option.
4. After completing 7 years, 2 months and 4 days of net active service,
the applicant was honorably released from active duty for the Convenience
of the Government, under the Fiscal Year 1992 Early Transition Program.
The DD Form 214 that he was furnished at the time of his release from
active duty shows that he served in a cannon fire direction specialist
(13E10) PMOS for 1 year and 3 months; that he served in a quartermaster and
chemical equipment repairer
(63J10) MOS for 2 years and 6 months; and that he served in a cannon
crewmember (13B10) MOS for 1 year and 3 months. Nonetheless, the time that
he served in a 15E10 PMOS is not included on his DD Form 214.
5. Army Regulation 635-5 serves as the authority for the preparation of
the DD Form 214. It provides, in pertinent part, that only those
specialties that have been awarded in accordance with Army Regulation 611-
201 and that have been held for at least 1 year, are authorized for entry
on the DD Form 214.
DISCUSSION AND CONCLUSIONS:
1. It appears that an error was made during the preparation of the
applicant's DD Form 214, which resulted in the omission of the 15E10 MOS.
2. The evidence of record shows that he was awarded the 15E10 MOS on
12 March 1985, and that at the time of his reenlistment on 29 June 1987, he
was still performing the duties of a 15E10.
3. He held a 15E10 MOS for approximately 2 years and 3 months, and in
accordance with the applicable regulation, the MOS should be reflected on
his DD Form 214. Accordingly, the applicant's DD Form 214 should include
the 15E10 MOS.
4. In view of the foregoing, it would now be appropriate to correct the
applicant's records as recommended below.
BOARD VOTE:

Department of the Army records of the individual concerned be corrected by
amending his DD Form 214 to show that he served in a pershing missile
crewmember (15E10) MOS for 2 years and 3 months.

Number) of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show he held military occupational specialty (MOS) 11D (Armor Reconnaissance Specialist). Army Regulation 635-5 states that items 23a and 23b will document the codes and titles of the separating Soldiers PMOS. The evidence of record confirms the applicant's PMOS was 71B, not 11D; therefore, his DD Form 214 is correct as stated and there is an insufficient basis to grant relief in this case.
