      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of the Board’s denial of his
request to be granted constructive service credit for his Masters of Public
Health Degree.

2.  The applicant states that he took a leave of absence from medical
school from 4 April to 31 December 2000 and subsequently pursued the
modified curriculum from 1 January 2001 through May 2002 to complete his
Master’s degree.  He points to the fact that it took him 6 years from his
matriculation date to complete his medical degree.  The applicant adds that
he knows other officers who were awarded constructive service credit for
master’s degrees awarded on the same day as their medical degree.

3.  The applicant provides university transcripts and diplomas.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were
summarized in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR) in Docket Number
AR2003084613, on 5 August 2003.

2.  The applicant’s Boston University School of Medicine transcript shows
that he was credited with completing courses in school years 95-96, 96-97,
97-98, 98-99, 99-00, 00-01, and 01-02.

3.  The applicant’s Boston University School of Public Health transcript
shows that he was credited with completing courses during the following
semesters:  fall 95, fall 96, fall 97, spring 98, spring 00, and spring 02.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s university transcripts clearly show that he completed
courses for both his master’s degree and his medical degree during the
following semesters:  fall 95, fall 96, fall 97, spring 98, spring 00, and
spring 02.

2.  As such, it is evident that the applicant was earning his master’s
degree at the same time that he was earning his medical degree.

3.  Since a period of time can only be counted once when computing entry
grade credit, the applicant was appropriately not given constructive
service credit for his master’s degree.
4.  Whether or not other officers received constructive service credit for
advanced degrees awarded on the same day as their medical degrees is not
relevant to the case.  The Board reviews each case on its individual
merits.  In the applicant’s case it is clear that he did not meet the
criteria for award of additional constructive service credit for his
master’s degree.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis to amend the decision of
the ABCMR set forth in Docket Number AR2003084613, on 5 August 2003.
