Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, award of the Korea Defense Service
Medal (KDSM). Additionally he requests that the period for which the award
was granted be annotated on his DD Form 214 (Certificate of Release or
Discharge from Active Duty).
2. The applicant states he served in the Republic of Korea from 29 June
1987 to 28 June 1988. He maintains that since he retired before the award
was established, it was not reflected on his military records or his DD
Form 214.
3. The applicant provides a copy of orders, DA Form 2-1 (Personnel
Qualification Record), Enlisted Evaluation Report, award certificates, and
KDSM Self-Certification Document.
CONSIDERATION OF EVIDENCE:
1. The applicant’s service in Korea is required to be listed in item 12f
“Foreign Service” on his DD Form 214, therefore, it will not be discussed
further in the Record of Proceedings.
2. The applicant’s record shows he served in the Republic of Korea from
29 June 1987 to 28 June 1988. He retired from the military on 31
July 1992 with 21 years, 3 months and 18 days of active federal service.
3. The applicant’s Enlisted Evaluation Reports from the period July 1987
to January 1988 and from February 1988 to May 1988, lists his unit,
organization and station as 199th Personnel Service Company. The
evaluation reports and his DA Form 2-1 verify that he was assigned to
Korea.
4. Orders 105-64, dated 25 April 1988 reassigned the applicant from Korea
to Kaiserslautern Germany. His report date was listed as 20 July 1988.
5. The applicant was awarded the Meritorious Service Medal for exceptional
meritorious service while assigned as the Noncommissioned Officer in Charge
of the Action and Management Section, 199th Personnel Service Company, Camp
Coiner, Korea, from June 1987 to June 1988. Additionally, his Army
Achievement Medal, Certificate of Achievement, Training, and Completion,
all verify his service in the Republic of Korea.
6. Army Human Resources Command Message (Date Time Group
9 February 2004) published implementing instructions for award of the Korea
Defense Service Medal. This message specified criteria for the award of
the Korea Defense Service Medal as follows: a) service members of the
armed forces must have served in support of the defense of the Republic of
Korea from 28 July 1954 through a future date to be determined by the
Secretary of Defense; b) the area of eligibility encompasses all land area
of the Republic of Korea, and the contiguous water out to 12 nautical
miles, and all air spaces above the land and water areas; c) service
members must have been mobilized with units or assigned or attached to
units operating in the area of eligibility and have been physically
deployed in the area of eligibility for 30 consecutive or 60 non-
consecutive days.
DISCUSSION AND CONCLUSIONS:
The applicant served in Korea from June 1987 to June 1988. He is entitled
to award of the KDSM.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
awarding him the KDSM.

Army Regulation 600-8-22 (Military Awards) states that the Korea Defense Service Medal (KDSM) is authorized for award to members of the Armed Forces of the United States who have served on active duty in support of the defense of the Republic of Korea. The applicant completed a qualifying period of service in Korea from 23 January 1975 through 12 February 1976 for award of the KDSM. Therefore, he is entitled to award of the KDSM and correction of his military records to show this award.

Army Regulation 600-8-22 (Military Awards) states that the Korea Defense Service Medal is authorized for award to members of the Armed Forces of the United States who have served on active duty in support of the defense of the Republic of Korea. However, there is no evidence that he served in Kuwait during the period April 1991 to June 1991.
