      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his report of separation (DD Form 214) be
corrected to reflect three awards of the Army Achievement Medal (AAM) and
the award of the Global War on Terrorism Service Medal (GWOTSM).

2.  The applicant states that he received his third award of the AAM and
the GWOTSM after his release from active duty (REFRAD) due to the
expiration of term of service (ETS) and he desires that those awards be
reflected oh his DD Form 214 at this time.

3.  The applicant provides a copy of the orders awarding him the AAM for
the period of 3 March 2000 to 2 March 2004 and indicating his participation
in Operation Noble Eagle, a copy of his DD Form 214 and a Certificate of
Achievement for his support of Operation Noble Eagle.

CONSIDERATION OF EVIDENCE:

1.  He enlisted in the Regular Army in Minneapolis, Minnesota, on 3 March
2000 for a period of 4 years, under the airborne-infantry training option,
a cash enlistment bonus ($11,000) and enrollment in the Army College Fund
Program.

2.  He successfully completed his training at Fort Benning, Georgia and was
recruited for an assignment to the 3rd Infantry Regiment (Old Guard) at
Fort Myer, Virginia as a light weapons infantryman.  He was advanced to the
pay grade of E-4 on 1 November 2001.

3.  He remained at Fort Myer until he was honorably REFRAD on 2 March 2004
due to completion of required active service.  He had served 4 years of
total active service and his DD Form 214 issued at the time of his REFRAD
shows that he was awarded the AAM (2nd award), the Army Good Conduct Medal,
the National Defense Service Medal, the Army Service Ribbon and the
Parachutist Badge.

4.  A review of his Official Military Personnel File (OMPF) shows that he
was awarded an award of the AAM on 25 March 2002 covering the period from
1 October 2000 to 1 October 2001.  There are no other orders awarding the
AAM to the applicant filed in his OMPF.

5.  A review of the documents provided by the applicant shows that the
applicant conducted security, rubble removal and body removal operations
during Operation Noble Eagle at the Pentagon after the attacks on September
11, 2001. His involvement in Operation Noble Eagle was cited both in the
AAM recommendation and in a Certificate of Achievement as well.  He was
awarded another AAM on 10 December 2003 for the period covering 3 March
2000 to 2 March 2004, his entire enlistment period.

6.  Human Resources Command message dated 17 March 2004 announced the
implementing instructions for award of the Global War on Terrorism
Expeditionary Medal (GWOTEM) and the GWOTSM.  It provides, in pertinent
part, that the initial award of the GWOTSM will be limited to airport
security operations from 27 September 2001 through 31 May 2002 and Soldiers
who supported Operations Nobel Eagle, Enduring Freedom and Iraqi Freedom.


DISCUSSION AND CONCLUSIONS:

1.  The applicant’s OMPF contains one award of the AAM and the applicant
has provided evidence to show another award of the AAM; however, the
applicant has failed to show through the evidence submitted with his
application or the evidence of record that he is entitled to a third award
of the AAM.

2.  Therefore, absent evidence to establish his entitlement to a third
award of the AAM, there appears to be no basis to add an additional award
of the AAM to his DD Form 214 at this time.

3.  However, the applicant has provided sufficient evidence to establish
that he is entitled to the award of the GWOTSM and to have it added to his
records at this time.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by awarding him the GWOTSM and adding it to his
records.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
adding a third award of the AAM to his DD Form 214.
