      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests award of the Army Reserve Components Achievement
Medal.

2.  The applicant states he believes he meets eligibility requirements for
the award based on his service with an United States Army Reserve Troop
Program Unit and the Army National Guard between 1984 and 1990.  He states
that he is currently serving on active duty with the United States Coast
Guard.

3.  The applicant provides a copy of his retirement point summary document
showing his United States Army Reserve and Army National Guard service.

CONSIDERATION OF EVIDENCE:

1.  Records available to the Board indicate the applicant was commissioned
as an United States Army Reserve Officer on 12 May 1984.  Between May 1984
and October 1987 he was assigned to Troop Program Units in Texas and
Massachusetts, before being assigned to the United States Army Reserve
Group in the latter part of October 1987, just prior to accepting an
appointment in the Army National Guard on 2 November 1987.

2.  On 24 January 1990 the applicant was honorably discharged from the Army
National Guard and subsequently accepted an appointment as a commissioned
officer in the United States Coast Guard.

3.  Army Regulation 600-8-22 (Military Awards) provides, in pertinent part,
that the Army Reserve Components Achievement Medal is authorized for award
to Army personnel including Active Guard Reserve officers in the rank of
colonel and below for exemplary behavior, efficiency, and fidelity while
serving as a member of an Army National Guard or Army Reserve troop program
unit or as an individual mobilization augmentee.  Since 3 March 1972 the
medal has been authorized on completion of 4 years service with a Reserve
Component unit.  Individual must have completed 4 years of qualifying
service on or after 3 March 1972 and before the effective date of this
regulation (28 March 1995).  Beginning on the effective date of this
regulation, the period of qualifying service for award of the Army Reserve
Components Achievement Medal is reduced from 4 to 3 years.  This change is
not retroactive.  Such years of qualifying service must have been
consecutive.  A period of more than 24 hours between Reserve enlistments or
officer’s service will be considered a break in service.  Credit toward
earning the award must begin anew after a break in service.

DISCUSSION AND CONCLUSIONS:

The evidence confirms the applicant met eligibility requirements for award
of the Army Reserve Components Achievement Medal based on his service with
the United States Army Reserve and Army National Guard between 12 May 1984
and 11 May 1988.  His records should be corrected accordingly.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
awarding him the Army Reserve Components Achievement Medal for the period
12 May 1984 through 11 May 1988.
